With the increasing competition of production enterprise of today’s society, human resources, as a kind of special resource, which can increase output by increasing the input, has caused a wide attention of the modern enterprises. From the practice of human resource management, the implementation of the performance appraisal is an effective measure to arouse the enthusiasm and activity of employees.It is of vital importance for the human resources department to set a reasonable performance appraisal system which is both conform to the reality that easy to operate, and can distribute the remuneration reasonably according to the employees’work performance, so as to motivate the employees to work better for the enterprise. Effective performance appraisal can distribute the enterprise strategy objectives to each employee and through which the behavior of the staff will be guided stimulated and restrained. Recently, as a state-owned investment company, S city development and investment Co., Ltd, has made a significant contribution to the urban modernization such as municipal infrastructure construction and urban-rural integration work. However, with the rapid growth of business, the enterprise’s organizational structure and the enterprise staff are also amplifying that the current performance appraisal system gradually cannot adapt to the rapid development of the company that consequently the enterprise performance appraisal process and specification has become the key to the development of the enterprise. Therefore it is extremely urgent to establish a set of performance appraisal system which can match the development strategy of the company. This thesis selects the performance appraisal system of the S city development investment co., Ltd as the research object and adopts the relevant theories of performance evaluation both at home and abroad, and also through literature reading, questionnaire survey and interviews with different departments and the combination of quantitative and qualitative methods, to analyzes the performance appraisal system in the actual situation of S city investment co., LTD, through examining the problems in the performance appraisal system from three different scales ranging from senior managers, middle managers and ordinary employees, aiming at establishing a set of performance appraisal scheme which is of avail to the enterprise development strategy through the integrated use of key performance indicators, target management, balanced scorecard and other performance appraisal methods and theories in order to realize the company’s enlarging and strengthening and the sustainable development of enterprises.The research of the performance evaluation system of S city investment co., LTD, will be presented in the sequence of raising, analyzing and solving problems and in the combination of the relevant theories of performance evaluation and enterprise’s actual operation, aiming to find out the solution to improve the level of enterprise human resource performance appraisal system. The author hopes that this thesis will shed light on performance evaluation system design of S city investment co., LTD and the other similar domestic enterprises.
