As one of the important contents of the modern service industry,the exhibition industry plays an increasingly prominent role in the industrial integration and development,the construction of an emerging industrial system,and the realization of urban brand development because of its distinct openness,integration,sharing and complexity.The good and healthy development of the exhibition industry cannot be separated from the scientific,reasonable and effective policy guidance.Scientific and reasonable industrial policy is an important guarantee for the steady development of the exhibition industry.In recent years,The State Council and government departments at all levels have paid more and more attention to the driving role of the exhibition industry,and have issued many policy documents to promote the better and faster development of the exhibition industry,including various forms of incentive policies.Through the in-depth exploration of the incentive policy of the content,the form,the development context and the core of the exhibition industry,it will help to provide a reasonable reference for the improvement of the special policies of the exhibition industry,so as to promote the healthy and sustainable development of China’s exhibition industry.Based on the theory of policy tools,this thesis collects and sorts out the special policies of China’s exhibition industry in recent years,and comprehensively uses a variety of analysis methods to analyze and study the incentive policies of China’s exhibition industry.Firstly,this thesis analyzes the incentive policy text of the exhibition industry from the aspects of release time,policy level and regional policy;second,this thesis constructs a three-dimensional analysis framework measuring "policy tool-stakeholder-industry association effect" to explore the relevant policy tool combination,interest subject and industry association in the exhibition industry;Finally,using PMC index model,select 14 representative policy documents for quantitative analysis to evaluate the incentive policies of China’s exhibition industry more accurately.The study found that:First,The policy tool combination of China’s exhibition industry is mainly supply-based policy tools and environmental policy tools,Demand-based policy tools are insufficient;second,Uneven distribution ratio of various sub-items within different policy tool combinations,Mainly for financial support of supply tools,target planning and exhibition brand based environmental tools,demand tools for international communication accounted for the main proportion;third,The proportion of different stakeholders in policy,Exhibition enterprises and venues are the main objects of support,The exhibition industry association provides a supporting role,The proportion of exhibitors,supporting service providers and media is relatively low;fourth,Exhibition industry incentive policy in the industrial association,The core is to build the internal association of the exhibition industry system,the external association of the development of competitive industries and cultivate the theme association of characteristic festival activities.Based on the above research,this paper puts forward suggestions from three perspectives: policy tool portfolio,stakeholders,and industrial linkage effect: improve policy tool portfolio,optimize policy content;Strengthen the management of stakeholders and leverage their role;Enhance the industrial correlation effect and achieve common development.
