Although China has become the "world’s factory," it is still in a low-end position in the value chain and urgently needs to cultivate new competitive advantages.The expansion of exports of high-tech products is an important driver for achieving high-quality trade development and enhancing China’s international competitiveness.At the same time,trade barriers such as tariffs have become increasingly limited in their impact on exports,and trade facilitation aimed at eliminating "trade inefficiencies" has become a hot topic of research for domestic and foreign scholars.This article takes the perspective of enterprises and studies the impact of trade facilitation on the dual margins of China’s high-tech product exports,providing reference and policy suggestions for improving the overall level of trade facilitation in China and promoting the development of high-tech product exports.Through a review of relevant studies,this article believes that trade facilitation can affect the export costs of enterprises and the efficiency of their supply chains through transportation efficiency,port efficiency,institutional environment,e-commerce level,and trade support services.The cost reduction effect created by the improvement of trade facilitation level will help enterprises form a virtuous resource cycle and promote the improvement of the dual margins of high-tech product exports.At the same time,the supply chain optimization effect created by the improvement of trade facilitation level enables enterprises to more effectively control and manage their production,supply,and logistics activities to promote the improvement of the dual margins of high-tech product exports.In this empirical study,the panel data of trade facilitation levels in 287 Chinese cities were measured.After pre-processing and merging the 2007-2013 data from the Chinese industrial enterprise and customs databases,a fixed effects model was used to observe the entire sample.The study found that trade facilitation has a significant positive effect on the export margins of high-tech products,which remains valid for heterogeneous firms.The study also examined the mechanism of action and found that an increase in export costs inhibits the promotion of trade facilitation on export expansion margins,while strengthening the promotion of trade facilitation on export intensity margins.Supply chain optimization mainly contributes to the increase of high-tech product exports by strengthening the promotion of trade facilitation on export expansion margins.Based on theoretical and empirical research,the paper proposes several policy suggestions.Firstly,the pace of trade facilitation construction should be accelerated,paying attention to regional differences during the construction process,in order to create a favorable environment for the export of high-tech products.Secondly,attention should be given to technological innovation in the development of high-tech industries,avoiding excessive reliance on processing trade.Thirdly,the export structure should be improved to achieve balanced development of all product categories.Finally,differentiated development strategies should be formulated according to the heterogeneity of enterprises.
