| The development of new agricultural business entities is a new idea to accelerate the process of agricultural modernization in China,which is directly related to the revitalization of China’s countryside and the pace of agricultural and rural modernization.Along with the introduction of relevant policies around the world to vigorously advocate the development of farmers’ professional cooperative unions,the unions have developed in an orderly manner under the impetus of a good atmosphere.The tobacco farmers’ association with industry characteristics is developed under the joint promotion of government departments and the tobacco industry,and is in the process of continuous exploration,and its development has added new momentum to the development of rural revitalization.However,because they are still in the early stage of development,they urgently need a set of objective,scientific and reasonable performance evaluation system to reflect the actual operation of tobacco farmers’ cooperatives,help the organizations discover their own shortcomings,and conduct in-depth analysis of the achievements or problems reflected by the evaluation system so that they can adjust relevant management strategies in time to promote the sustainable development of tobacco farmers’ professional cooperatives.Based on the existing research on unions,this paper combined the characteristics of tobacco development and constructed a performance evaluation index system with 6secondary indicators and 22 tertiary indicators based on the "behavior-result" view of performance,and then used hierarchical analysis to determine the weights of each indicator.The following conclusions were drawn:(1)The overall tobacco farmer cooperatives are in the initial stage of development.(2)The overall performance in operation and growth capacity is weak.(3)The overall performance level in organization building is good.(4)Economic efficiency has a significant impact on the overall performance level.(5)The general ecological environment of the tobacco farmers’ association is built.In response to the findings of the performance evaluation,this paper also proposes five constructive suggestions to improve the overall performance of tobacco farmers’ associations:first,to increase support and optimize support methods;second,to standardize organization construction and improve operation mechanisms;third,to improve service systems and enhance quality levels;fourth,to change operation models and strengthen benefit linkages;and fifth,to enhance their own blood-making functions and develop diversified operations.It is hoped that this paper will provide practical references and lessons for the relevant operation of the MN area tobacco farmers’ association and the performance evaluation of the association. |
