Tobacco is the monopoly industry that executes monopoly management system, tobacco performance evaluation is a performance appraisal system in order to achieve the tobacco industry to better economic and social objectives, according to the situation of the sale of cigarettes, Tobacco Monopoly Bureau indicators on series of restrictions to evaluate the performance of the company. With China's accession to the WTO, Chinese tobacco is facing with the international tobacco giant's competition. Therefore, the establishment of a modern enterprise system and improvement of the corporate governance structure become the urgent need for the development of tobacco, but the establishment of a modern, comprehensive tobacco industry is an inevitable requirement. It is necessary to establish a scientific enterprise to improve the performance appraisal system, so policy makers can be objective, fair and accurate grasp of the situation of enterprise development.Tobacco original performance appraisal system can be quantified and largely easy-to-use financial indicators, which easily leads to focus on short-term economic efficiency of enterprises and ignore the long-term development strategy. Therefore, it is a great significance to establish scientific and effective performance evaluation, which must combine with the financial indicators and non-financial indicators.This paper raised the tobacco business platform model which is suitable for application to the performance appraisal, basing on the analysis of commercial tobacco company's characteristics. From the tobacco company's internal and external characteristics, the mathematical model was raised by means of the usefulness of a more comprehensive consideration of the financial indicators and non-financial indicators and using the k-means algorithm to classify the indicators and MATLAB, after that, to score the tobacco companies, finally to base on the fuzzy synthetic decision and appraise the tobacco company's performance evaluation which based on the data. In this paper, the conclusions can be used as a reference for the government appraising the tobacco companies'performance.
