Study On The Regional Types And Implementation Paths Of Rural Rejuvenation In Hunan Province

In order to promote regional coordination,economic and social development in an all-round way and alleviate the gap between urban and rural areas,the 19 th National Congress of the Communist Party of China formally put forward the implementation of the strategy of rural revitalization,aiming to build the coupling system and innovation system of rural "human land industry" and promote the integrated development of urban and rural areas by grasping the characteristics of rural differences and dynamics.Influenced by geographical location,terrain factors,social and economic development level and other differences,the types of rural areas in Hunan vary greatly.The development strategy of Rural Revitalization must be formulated according to the regional differentiation and classification.The rural area type presents certain similarity and stability type unit in the development history,natural characteristics,production structure and development direction.To explore the regional type and implementation path of rural revitalization in Hunan Province,to clarify its constraints and occurrence mechanism,and to summarize its mature experience and practice,not only can enrich and improve the research theory and method of rural revitalization,but also can provide practical guidance for the smooth promotion of Rural Revitalization Strategy in Hunan Province.Taking 98 counties(cities and districts)of Hunan Province as the research area,based on the comprehensive perspective of geography,the research is carried out in accordance with the main line of "comprehensive level evaluation,leading factor examination,regional type division,path induction and deduction".Firstly,the evaluation index system of the comprehensive development level of county countryside is constructed,and the spatial pattern of the comprehensive development level of county countryside is analyzed with the methods of natural fracture point and spatial autocorrelation.Then,by using the principal component analysis and combining with the regional characteristics of Hunan Province,the paper reveals the leading factors of the formation of rural regional types.Then cluster and spatial overlay analysis are carried out on the leading elements to divide the types of rural areas.Finally,combined with the overall requirements of rural revitalization,the regional model and implementation path of rural revitalization are extracted.The main conclusions are as follows:(1)The comprehensive evaluation index system of county and village in Hunan Province includes natural ecology,economic development and social population.The comprehensive development level of rural areas in most counties are above medium level,among which Changsha County,Wangcheng District,Wulingyuan District,Liuyang City,Shaoshan City and Zixing City have the highestcomprehensive development level,while Baojing County,Guidong County,longhui County and Chengbu Miao county have the lowest.The spatial pattern of rural comprehensive development level is concentrated distribution,the high-level development areas are mainly concentrated in Chang-Zhu-Tan area in the Middle East of Hunan,and the low-level development areas are mainly concentrated in Wu-Ling Mountain and Xue-Feng mountain area in the west of Hunan.(2)The leading factors for the formation of rural regional types in Hunan Province are economic development level,agricultural industrial structure,resource endowment,medical and health care,terrain conditions and population mobility,which respectively reflect the internal construction power,natural background conditions and external assistance conditions of rural development.In terms of internal construction power,it shows high value in the north and middle of Hunan and inclines to the west of Hunan;natural background conditions are high value in the middle and north of Hunan,low value in the north and southeast of Hunan;external assistance conditions are high value in the east of Hunan and inclines to the west of Hunan.(3)The regional types of rural areas in Hunan Province are divided into five types: the high level area driven by town in the Middle East of Hunan Province,the high level area driven by the inner and outer of Dong-Ting Lake Plain in the north of Hunan Province,the medium levelarea driven by hills resources in the middle of Hunan Province,the low level area constrained by Luo-Xiao mountain Wu-Ling Mountain Resources in the southeast of Hunan Province,and the low level area constrained by the natural background of Wu-Ling Mountain in the west of Hunan Province.(4)The regional model of rural revitalization in Hunan Province is refined into four models: the urbanization driven model of Chang-Zhu-Tan,the ecological conservation model of Wu-Ling Luo-Xiao mountain,the clustering and upgrading of Dong-Ting Lake,and the agriculture,industry and trade driven model of the hills in central Hunan.Different regional models should implement the rural revitalization strategy according to their different paths.(5)It is an effective attempt for geography to give full play to the specialty of discipline and participate in the research of rural revitalization to summarize and construct the typical mode and implementation path of rural revitalization with multi types and regional characteristics of human land relationship from the current characteristics,practical problems and future development needs of each regional type and based on the comprehensive perspective of regional layout,function leading and problem restricting.
