Talent development is an important part of China’s construction during the 14 th Five-Year Plan period.To compete for key talents and optimize the structure of talents is the key for state-owned enterprises to develop,especially in the high-tech industry.With the rapid development of domestic high-tech industry,the increasing demand for technical personnel is becoming more and more significant.As a large state-owned holding enterprise,TM company attaches great importance to human resource management and makes great efforts to develop it.In the face of a huge group of technical talents,it is an important topic for TM company to do a good job in the management of technical talents and build a competitive technical talent echelon.Taking TM Company as the research object,this paper tries to optimize the strategy of TM company’s talent echelon construction by analyzing and investigating the current situation of TM company’s technical sequence talent echelon construction.This paper mainly uses literature analysis,interview analysis and questionnaire survey.Through the interview and questionnaire survey of all levels of employees in the technical department of TM Company,the reliability test and validity test of the questionnaire were firstly carried out,and then the frequency analysis,cross analysis and other analysis work were carried out to conclude the problems of TM company’s talent echelon construction.Combined with the actual situation of the enterprise,this paper puts forward the optimization plan of the construction of talent echelon,such as constructing the framework and matching the strategic objectives of the enterprise,and puts forward the corresponding guarantee implementation.This research can effectively promote the development of technical personnel of TM company.Secondly,it can help the managers of technical departments to deeply participate in the implementation of the program.At the same time,it can help the managers of technical departments to grasp the key implementation elements of the construction of technical talent echelon.Finally,it can help TM company establish the standard of technical talents for the whole organization.And the research of this paper has certain reference and reference significance for high-tech state-owned enterprises.
