The Research On The Guidance For Wine Industry Development By H County Government In Hebei Province

In 1976,China’s first bottle of dry white wine was produced in H County,marking the birth of China’s dry wine and opening a new chapter in the development of China’s wine industry.H County occupies an important historical position in the history of the development of China’s wine industry.Over the past 40 years,with the joint efforts of relevant government departments at all levels,wine enterprises,cooperatives and farmers,the wine industry in H County has achieved considerable development and progress.The total output value of the wine industry once accounted for one third of the total social economic volume of the county.However,in recent years,due to the impact of imported wine and the influence of the social environment,wine sales decline seriously,grape planting area also decreased,H County wine industry is facing difficulties.This paper studies on the guidance of H County government to wine industry development,designed to help H county to explore how to promote the development of wine industry,so as to help the farmers’ income and enterprises’ profits.This paper by using literature research method,comparative research method and field research method,based on the present situation of H County wine industry development,studies the wine industry development.This paper discover problems of H County government guiding wine industry development from four aspects: the inability to guide the grape growing and the development of wine production,the insufficiency to the construction of talents and science and technology,the insufficiency to the construction of industry integration,and the lack of influence on brand building.And then this paper analyzes the cause of the problem from four aspects: H County government lacking of planning to wine industry development,the limitations of county-level government’s policies and financial support,the insufficiency of efforts to promoting industrial integration,and the insufficiency of the depth on regional industrial brand building.At the same time,this paper learns from wine region government’s advanced experience at home and abroad,and then comes to the conclusion that H County government can by formulating wine industry plan,strengthening support for scientific and technological talents through policy and financial support,promoting integrated development of industries,and building wine regional industrial brand to deal with problems,strive to explore some feasible countermeasures,hope to provides some reference opinions on H County government guiding the wine industry development.
