Against the backdrop of global economic integration,China’s economy has always maintained a steady development trend.According to statistics,the total GDP of China in2022 reached 121.02 trillion yuan,and it is about to enter the ranks of high-income economies.As a pillar industry of national economic development,the logistics industry is undoubtedly one of the important driving forces for driving GDP growth.However,in the context of the green and low-carbon transformation of the logistics industry,the total logistics cost in China currently accounts for 14.7% of GDP,which is still a significant gap compared to developed countries;As the second largest high carbon emission industry in China,the logistics industry has a profound impact on China’s low-carbon emission reduction.Therefore,the task of increasing efficiency and reducing emissions in the logistics industry is urgent.There are significant differences in spatial location,economic development level,and other aspects among different regions in China,leading to an imbalance in supply and demand between regions,which is the pain point for the high-quality development of China’s logistics industry.Therefore,this article measures the efficiency of regional logistics in China from a low-carbon perspective and analyzes the factors driving the level of logistics efficiency,which has important theoretical and practical significance.Taking China’s provinces as the research object,this paper analyzes the development status of China’s logistics industry from the perspective of low carbon,selects regional logistics efficiency measurement indicators according to the principles of scientificity,rationality and data availability,and constructs a three-stage DEA static efficiency measurement model to measure the static efficiency of the logistics industry in 30 provinces and cities in China in 2003~2019.At the same time,the global reference Malmquist dynamic measurement model is used to measure the dynamic efficiency of the common frontier in each year,and the dynamic evolution law of regional logistics efficiency in China is further explored by decomposing the total factor productivity value.On this basis,Arc GIS software and Moran’s I index method are used to explore the variation characteristics of regional logistics efficiency in China,and the main driving forces affecting regional logistics efficiency in China are analyzed from the global perspective and local perspective by using the geographic detector model.Based on the above analysis,countermeasures and suggestions for the high-quality development of regional logistics in China are proposed.The research conclusions of the paper are as follows:(1)The analysis of the current situation shows that the carbon emissions of China’s logistics industry show a continuous upward trend,but the growth rate gradually slows down,and the carbon emission intensity gradually decreases,reflecting the construction results of China’s logistics emission reduction work.(2)In terms of static measurement,the average efficiency of China’s logistics industry in 2003~2019 was 0.5478,mainly due to the low efficiency caused by the low level of pure technical efficiency,and there is still much room for improvement.From the perspective of timing,the efficiency of the logistics industry in2003~2019 showed a trend of repeated fluctuations,but the overall level was still at a low level;In terms of regional distribution,the logistics industry in the east has the highest efficiency value,followed by the central part,and the lowest distribution pattern in the western and northeastern regions.(3)In terms of dynamic measurement,the scale effect and technical level of China’s logistics industry have been greatly improved in 2003~2019,but due to the downward trend of pure technical efficiency in the four major regions,the total factor productivity of the national logistics industry has not been significantly improved.(4)The regional logistics efficiency level showed obvious spatial differentiation and correlation,with high-efficiency areas concentrated in Jiangsu and Zhejiang regions,while low-efficiency areas concentrated in Sichuan and Gansu regions.To improve logistics efficiency in the eastern region,we should focus on optimizing the industrial structure,improving the level of opening up and information services;Under the guidance and support of government departments,the central and western regions also need to pay attention to optimizing the industrial structure;The northeast region should make full use of its geographical advantages,increase close exchanges with neighboring regions,improve resource utilization capabilities,and achieve improvement in logistics efficiency.
