Study On The Level Of Quality Development And Influencing Factors Of Cities In Comprehensive Cross-border E-commerce Pilot Zones

In the report of the 20 th Party Congress,we clearly put forward high-quality development as a task to build a socialist modernization power.In order to achieve this goal,China should accelerate the formation of a new development model and strive to promote high-quality development.In recent years,the new development concept has been popularized accurately and comprehensively.In order to achieve high-quality economic development,cities must promote economic reform and change from economic growth to high-quality economy.As a unit of economic development,cities play a crucial role in expanding the new development pattern of China.The establishment of a comprehensive cross-border e-commerce pilot zone,which will gather all kinds of industries in the city,is conducive to enhancing the comprehensive competitiveness of the city,and can effectively integrate various resources in the city,give efficient services to urban enterprises and individuals,realize foreign trade facilitation,relax regulatory conditions,and ultimately promote high-quality urban development.This paper first compiles the relevant literature on urban economic development and cross-border e-commerce at home and abroad,and then introduces the concepts related to cross-border e-commerce comprehensive pilot zones and high-quality development.Secondly,based on economic growth theory,regional economic development theory and sustainable development theory,panel data of more than two hundred cities in China from 2010 to 2019 are selected.With reference to the new development concept,five primary indicators and 24 secondary indicators were constructed to evaluate the comprehensive level of high-quality economic and social flourishing development of cities,and the entropy value method was used to calculate and analyze them.Through the panel two-way fixed and mechanism effect models,we can deeply explore the factors affecting the rapid development of cities with high quality from the perspective of industrial agglomeration,and analyze the regional heterogeneity from three scopes of east,middle and west,in order to better understand the mechanism of the role of technological innovation and new urbanization on the development of cities with high quality.The research results show that:(1)the overall trend of high-quality development level of China’s cities is on the rise.Among the first-level indicators,open development and coordinated development account for a larger proportion,followed by innovation-driven and livelihood improvement,and green ecology accounts for the smallest proportion.Innovation-driven and coordinated development are on the rise overall,while open development and improvement of people’s livelihood show a trend of rising,then falling,then rising again,and green ecology does not change much.China’s high-quality development is uneven across geographic regions,with the eastern region leading in all indicators.In terms of innovation-driven level,central China is ahead of western and northeastern China;in terms of coordinated development,central and western China are rising faster,while northeastern China shows a trend of falling and then rising;in terms of green ecology,western China and eastern China are close to each other,while central China and northeastern China have lower scores;in terms of open development,central and western China catch up with northeastern China and grow faster;in terms of livelihood improvement,western China is better than central and northeastern China,and the gap The gap is increasing.(2)Compared with the cities in the non-comprehensive pilot zone,the cities in the comprehensive pilot zone for cross-border e-commerce are significantly ahead in the quality development index,and the construction of the comprehensive pilot zone for cross-border e-commerce is conducive to the quality development of the cities.(3)After the empirical regression analysis,it is found that the industrial agglomeration has a significant role in promoting the high-quality development of the city economy.The empirical study of the mechanism effect model shows that industrial agglomeration has a positive impact on the high-quality development of cities through technological innovation and the promotion of new urbanization,followed by the robustness test,and this finding is found to be reliable.Finally,the research findings are summarized and corresponding countermeasure suggestions are proposed.
