Research On The Problems And Countermeasures Of The Development Of Breeding Farmers’ Specialized Cooperatives In Meigu County,Liangshan Prefecture

Farmer specialized cooperatives are an important carrier to realize agricultural and rural modernization and increase farmers’ income.They can provide farmers with socialized market services,help them reduce production costs and thus enhance market competitiveness.They are an important measure for high-quality development of agriculture and rural areas and the development of modern agricultural industrialization under the background of rural revitalization.During the period of poverty alleviation,many specialized farmer cooperatives were set up in various regions to promote the development of local industries and increase the income of farmers.However,after years of development,the development scale of specialized farmer cooperatives is small,the phenomenon of shell cooperatives is serious,the degree of organization is low,and the degree of membership participation is low,which restricts the healthy development of specialized farmer cooperatives.Under the background of rural revitalization,some policies and practices on the development and construction of cooperatives during the period of poverty alleviation have been unable to meet the requirements of the current era.Therefore,it is necessary to study the development of farmer specialized cooperatives under the background of the new environment to drive the revitalization of rural industries and realize agricultural modernization,and realize the effective connection between poverty alleviation and rural revitalization.This paper analyzes the development environment and current situation of farmers’ professional cooperatives in Meigu County of Liangshan Prefecture from three aspects of location environment,socio-economic environment and policy environment,and selects three representative farmers’ professional cooperatives in Meigu County of Liangshan Prefecture with different main businesses,different development scales and different sponsors for case analysis.A total of 254 questionnaires were obtained by questionnaire survey of cooperative members and interviews with village cadres and cooperative managers.In the field investigation,it is found that there are four problems in the development process of Meigu County,Liangshan Prefecture,including low participation of members,insufficient ability to drive income increase,imperfect internal management and lack of professional talents.On the basis of the questions raised,the author analyzes the causes from the aspects of internal and external causes,and finds that ordinary members’ ability to participate in the operation and management of cooperatives is insufficient,the government lacks support for the development of members,the internal interest linkage mechanism of cooperatives is not perfect,the industrial chain is not extended,and the government’s excessive intervention in the development of cooperatives.It has not played the role of publicity,education and supervision,and it is difficult for cooperatives to introduce talents and hematopoietic ability is insufficient.Based on this,this paper puts forward some countermeasures and suggestions that cooperatives should attach importance to the cultivation of members’ participation ability and opportunities,improve the cooperative interest linkage mechanism and seek the extension of industrial chain,reduce excessive intervention by the government,strengthen the role of publicity,education and supervision,strengthen support for cooperative personnel training,and construct a perfect talent training system.
