Smart cities originate from the media field,and through the use of intelligent computing technology,education,healthcare and so on are efficiently interconnected to promote a better life for people and empower the management of the government.And in the whole smart city large system,smart water plays an important role.Through the implementation of intelligent water services,you can promote the more efficient operation of the entire system,to promote the development of smart cities.From the national level,2014-2022 period,the State Council and other departments have issued a number of policies for the development of intelligent water services,will be gradually integrated into the development of smart city system,and the importance of the entire construction of smart cities will gradually be enhanced.Therefore,the development of intelligent water services is very meaningful.From the point of view of the development of intelligent water services,the current intelligent water services is in a period of rapid development,the development potential of the water industry is huge,due to the existence of a part of the regional monopoly nature,water enterprises in revenue and profits continue to improve,this can be seen from the development of China’s A-share listed water companies,but due to the nature of high revenue and high profits,resulting in the integration of a large amount of capital,resulting in competition intensified,this situation of water companies have implemented the development strategy of intelligent water services,the development of intelligent water services at the same timeThe development of intelligent water services at the same time,bringing a large demand for talent and the corresponding ability to enhance the requirements of the talent.Therefore,if the water group wants to stand firm in the fierce market,it must have a strong talent advantage,must maintain the core competitiveness of human resources,strengthen the management and training of internal grassroots staff,therefore,in this context,how to staff selection,selection,to achieve the matching of staff and give full play to the capabilities of the staff is required to solve,which is also one of the bottlenecks that hinder the development of intelligent water services.Therefore,in this paper,on the basis of a full understanding of domestic and foreign enterprises grassroots staff competency training strategy,the F Water Group human resources situation and grassroots staff positions to work on the current situation analysis,through the F Water Group internal grassroots staff interviews and questionnaires,extracted the F Water Group grassroots staff competency elements entries and questionnaires for the reliability analysis,through the method of principal component analysis,the use of software SPSS25.0 software was used to analyze40 competency indicators,and finally a competency model was constructed for the grassroots staff of F Water Group.Through the application of the constructed F Water Group grass-roots staff competency model,improvements and applications are proposed in various aspects such as job responsibilities,grass-roots staff training,staff recruitment,staff development,etc.,in order to expect the F Water Group intelligent water positions to achieve the effect of matching people and jobs.This paper investigates the competency of the grassroots staff of F Water Group,in order to provide a better solution for the company in the actual process of personnel management and training,and to promote the healthy development of the company.The competency model established in the article can also be applied to other modules of human resource management in the same industry water companies,so as to improve and improve the human resource system of enterprises and promote the scientific and healthy development of enterprises.
