| With the opening of the financial market,competition among banks is becoming increasingly fierce.The competition in the banking industry is ultimately a competition for talent.The importance of human resource management is increasingly prominent,and the importance of performance appraisal for banks is self-evident.Performance appraisal can improve the efficiency and enthusiasm of employees,thereby fulfilling the strategic vision of the enterprise.Bank managers also understand the importance of performance management and have strengthened performance management in the hope of improving bank management.As a financial institution with its own unique nature,rural commercial banks should form a performance evaluation system closer to future goals based on the original performance evaluation system to achieve scientific and systematic management.The performance evaluation of most rural commercial banks in China is only limited to the traditional banking industry,which takes financial indicators as the main performance indicators,and the non-financial factors that promote the improvement of bank operating performance have not been included in the evaluation.Because non-financial indicators are difficult to comprehensively measure all economic and social benefits generated in the process of enterprise operation,only the profitability of the bank itself is often considered in the evaluation.Pure financial indicators can not truthfully reflect the operation and management of the bank,nor the interests of stakeholders,nor can they reveal the real reasons for the fluctuations in business performance.Therefore,at present,the performance appraisal system of most rural commercial banks in China is still designed and evaluated based on financial indicators.The balanced scorecard performance management can be combined with the bank’s own strategic development objectives,build a performance evaluation system with financial and non-financial factors as the core,improve the bank’s internal management level,thus promoting the bank to improve its operational efficiency and promote the rapid and sustainable development of rural commercial banks.Taking the rural commercial bank of S City as a case,the article first describes the background and significance of the topic,explains the development process of performance evaluation,summarizes the research situation of domestic and foreign researchers,and summarizes the research results of scholars,summarizes some major performance evaluation methods of commercial banks,and expounds the relevant concepts of performance evaluation and the theoretical basis of strategic objective management.At the same time,it also analyzes the current situation and problems of the implementation of the performance management system in China’s commercial banks,and points out that there are many problems in the current performance evaluation system of domestic commercial banks,such as the lack of systematic planning,the imperfect evaluation index system,and the imperfect incentive and restraint mechanism.Then in the text,the general situation of S Rural Commercial Bank and the current performance appraisal methods and shortcomings are described,and the construction principle of the balanced scorecard is described.This paper decomposes the strategic development objectives of S Rural Commercial Bank according to its own business development and internal organizational structure,thus sketching the strategic map of S Rural Commercial Bank.Based on this,the corresponding assessment indicators of the four dimensions of the balanced scorecard are obtained.The analytic hierarchy process(APH)is used to set the corresponding weights of each indicator based on the collected data,so as to obtain the performance evaluation system of S Rural Commercial Bank based on the balanced scorecard.The article improves and optimizes the traditional performance system of S Rural Commercial Bank by adopting the performance evaluation method with the balanced scorecard as the core,and realizes its long-term strategic development goal,which has certain practical significance. |
