At present,our growth impetus is gradually transformed from factor driving to innovation driving,and high-tech industry plays an important role in the core forerunner sector.As a knowledge and technology intensive industry,its research and development results have obvious externality characteristics.Too low or too high intellectual property protection level is difficult to balance the economic and social benefits of new products and technologies.Appropriate intellectual property protection has become a key factor for enterprises to improve innovation efficiency and coordinated regional development.The Yangtze River Economic Belt is the main battlefield of the transformation and upgrading of innovation-driven industries.It has the reputation of "high-tech corridor",and the two key words of "innovation" and "cooperation" are the important driving force of its development.Therefore,an in-depth study of the spatial spillover effect of intellectual property protection in the Yangtze River Economic Belt on the innovation efficiency of high-tech industries from a spatial perspective can not only reveal what role intellectual property protection plays in the influencing channel of the innovation efficiency of high-tech industries,but also promote the coordinated development of the Yangtze River Economic Belt region.In order to better exert its leading and demonstration role in the process of our innovation-driven strategy implementation and high-quality economic development.This paper focuses on the topic of "Research on the spatial spillover effect of intellectual property protection on innovation efficiency of high-tech industries in the Yangtze River Economic Belt".Firstly,domestic and foreign literatures on intellectual property protection and innovation efficiency of high-tech industries were reviewed and summarized,and the mechanism of intellectual property protection on innovation efficiency of high-tech industries was analyzed based on externality theory,knowledge spillover theory and technology efficiency theory,so as to lay a solid theoretical foundation for the following research.Secondly,this paper selects key indicators to analyze the status quo of intellectual property protection and high-tech industry development in the Yangtze River Economic Belt,and uses improved GP index method and Super-SBM model to measure its protection level and efficiency.Furthermore,a fixed-effect model is constructed to analyze the mechanism of the influence of intellectual property protection on the innovation efficiency of high-tech industries in the Yangtze River Economic Belt,and based on this,a spatial Dubin model is constructed to explore the spillover effect between them from the perspective of space.Finally,based on the empirical research results,countermeasures and suggestions are proposed from the government level,enterprise level and market level,in order to effectively improve the innovation efficiency of high-tech industry in the Yangtze River Economic Belt and promote the coordinated development among provinces.The results showed that:(1)The intellectual property protection level and high-tech industry innovation efficiency of the provinces in the Yangtze River Economic Belt increased year by year from 2011 to 2020,but there were obvious regional differences among different provinces,which were closely related to the geographical location,resource endowment and economic development level of the provinces.(2)Through the analysis of fixed effect model,it can be seen from the overall situation that intellectual property protection in the Yangtze River Economic Belt has a significant positive impact on the innovation efficiency of high-tech industries;However,from the regional perspective,IPR protection significantly promoted the improvement of high-tech industry innovation efficiency in the downstream region,but had no significant impact on the upstream and midstream region.(3)The spillover effects of the two technologies were analyzed from the perspective of spatial econometric model.From the perspective of internal effects,the protection of intellectual property rights in the region significantly improved the innovation efficiency of high-tech industries,and passed the significance test at the 5% level.From the decomposition effect,the improvement of intellectual property protection has a significant effect on the innovation efficiency of high-tech industries in the region and surrounding areas.(4)Based on the empirical study,in order to improve the innovation efficiency of high-tech industries in the Yangtze River Economic Belt,specific countermeasures and suggestions are proposed,such as improving the level of intellectual property protection,increasing government support and support,giving full play to the effect of scale economies of enterprises,deepening core technologies in key fields,strengthening the construction of technology trading market,and building strategic alliances for intellectual property.It is expected to promote the coordinated regional development of the Yangtze River Economic Belt,boost the construction of intellectual property power and the implementation of the innovation-driven strategy,and realize high-quality economic development.
