Research On The Mechanism Of Multiple Co-governance Of Cross-domain Ecological Environment

Governance mechanism is usually regarded as the "black box" of social governance research,and the analysis of its constituent elements and working strategies is the key to open the "black box" and see the working picture of mechanism.In the new era,the concept of multiple co governance of ecological environment in China provides a new direction to solve the increasingly complex environmental governance problems.The construction of multiple co governance mechanism of ecological environment has become an objective reflection of China’s long-term,overall and complex ecological environment problems,and also an inevitable requirement to overcome the drawbacks of single governance and realize the modernization of ecological environment governance.However,what is the specific operation structure of the "black box" of ecological environment co governance mechanism? How does the mechanism occur? How to judge the validity? These are the realistic problems that need to be answered urgently.The research focuses on the analysis of the related issues of the multi governance mechanism of cross regional ecological environment under the new concept of government led,enterprise as the main body,social organizations and the public participation,and discusses in detail the theoretical basis,mechanism process and strategy selection of the multi governance mechanism of cross regional ecological environment.Based on a comprehensive review of the existing literature on cross domain environmental governance,environmental multi governance and environmental governance model mechanism,it is found that there are few researches on cross domain and collaborative integration into the theory of environmental multi governance,few economic thoughts on the process analysis of multi governance mechanism,and few systematic and systematic researches It is concluded that the environmental governance theory in the western context can provide reference and part of the theoretical support for the multi governance analysis of the environment in the Chinese context,and the research ideas based on the economic mechanism design theory can better analyze the mechanism expression and mechanism deconstruction of the new concept of environmental governance It is found that the current governance mechanism has not yet broken through the category of bureaucratic governance,the relationship between environmental stakeholders is fragmented,and the design and practice of environmental governance mechanism is the main task of environmental governance According to the relationship among the government,enterprises and the public,the multi governance mechanism of cross regional ecological environment under the new concept of environmental governance can be deconstructed into three parts: the government guidance mechanism,the enterprise responsibility mechanism and the public participation mechanism.Based on the above analysis,constructed the suitable for the analysis of the context of China’s ecological environment of cross-domain multiple work mechanism,the framework of the cross-domain as a specific research background,covers the government leading mechanism of government across the state-owned enterprise and private enterprise domains and fulfillment of corporate accountability mechanism in the enterprise domain and consumers across the organization by individual consumers in the public domain,public participation mechanism across the central government and local government domains;governance as the main research direction,to study systematically the multi-main-entity governance paradigm of work,from the administrative intervention of rigid flexible management thinking to the government intervention in the governance of thinking changes are analyzed,the passive from the enterprise environment to the corporate social responsibility initiative to perform environmental responsibility to proof the absent from public environmental governance to explore the practice of public participation in environmental governance;Regard “mechanism”as the key part of the core,makes an in-depth analysis on how to investigate and evaluate the current single environmental governance mechanism,how to judge the environmental governance mechanism in the new era,how to express and deconstruct the new concept of environmental governance with the government as the leading role,enterprises as the main entity,social organizations and the public as the participants.Among the government leading mechanism analysis,research from the public goods,market failure,government intervention,the government lead the theory of logical direction,across the state-owned enterprise and private enterprise domains were analyzed under the background of government guiding mechanism,introducing the principal-agent model is discussed from the perspective of public participation in environmental governance depends not only on local governments to political interests,economic interests and environmental interests balance,but also depends on the conclusion of the central government’s environmental system constraint design.This paper further evaluates and extends the general analytical framework of government guidance--enterprise responsibility fulfillment--public participation which has been deconstructed.Firstly,identified the environmental work incentive compatibility contradiction mainly target goals for the interests of the government government can achieve the goal of guiding enterprises to improve green technology through technological innovation investment.The government’s investment in science and technology innovation is a dynamic process of evolution to guide the enterprise’s technological innovation,and it will produce leverage effect.The leverage effect can easily prompt the government to issue policies related to the investment in science and technology resources,and then form a resource flow demonstration,which is conducive to expanding the supply scale of science and technology innovation investment and improving the supply structure of science and technology innovation investment,and can take the government’s investment in science and technology innovation as a lever In order to achieve the goal of green technology improvement of enterprises,it is necessary to form the agglomeration of scientific and technological innovation investment in the whole society.(2)Enterprises can achieve the goal of fulfilling environmental social responsibility through self correction.The external pressure and internal dynamic conditions for enterprises to fulfill their environmental responsibilities are the choice of correction and adjustment of market operation.The self correction and adjustment of enterprises is realized through the influence of the three factors of market operation(price,competition,supply and demand).The correction force changes the state of two-way circular movement between price and supply and demand,and makes enterprises operate as markets in the process of environmental governance The most important part of the enterprise is to pay for the environmental pollution caused in the process of production and operation,to produce more environmental and healthy highquality products for consumers,and to choose the green mode in the long-term production and operation,so as to realize the goal of fulfilling the environmental and social responsibility.(3)The public can participate in environmental governance by cooperating with the government.In the Chinese context,the government’s guidance of public participation in environmental governance needs to go through the process of "empowerment identification cooperation".Therefore,the introduction of central government’s environmental supervision under the expectation of cooperation is an effective way to change the "interest collusion" behavior between local governments and polluting enterprises.Therefore,the realization of public participation in environmental governance path not only depends on the political and economic interests of local governments The balance between environmental protection and environmental interests depends on the central government’s design of environmental institutional constraints,and the expected state of central pressure,local promotion and public participation can be realized under appropriate conditions.(4)The multi governance mechanism in the environment of government guidance,enterprise responsibility and public participation can meet the requirements of incentive compatibility and information effectiveness.Through the investigation of the relationship between the government interest goal and the enterprise interest goal,the relationship between the enterprise interest goal and the public interest goal,we can see that the incentive compatibility standard can be achieved under the relevant conditions.Through the layer by layer comparison of the information dimensions of the complete display mechanism,the parameter transmission mechanism and the competition mechanism,we can see that the information effective conditions can be achieved in the two-dimensional information space,and then government guidance,enterprise cooperation The multi governance mechanism in the environment of responsibility fulfillment and public participation can meet the requirements of incentive compatibility and information effectiveness.
