An urban fundamental geographic information database integrates different types, different scales and different properties of huge amounts of geographic spatial data, by which the city can be described and stored in digital format. As a result, people can share and make full use of geographic information resources, and can also meet the demands of the applications of fundamentally geographic information from various industries. Moreover, the database can provide a unified city information data framework. However, there is no such a multi-source, multi-scale, multi-resolution, multi-kinds of fundamental geographic information database in Lanzhou. The lack of such a database seriously restricts the rapid development of the city. Therefore it is an emergent problem to be solved that how to build an urban fundamental geographic information database to meet the needs from governments' management, decision-making, and the needs from the public.The data possessed by the national or provincial surveying and mapping organizations are mainly the medium and small scales; and the data possessed by the city organizations is mainly at large scales. The variance of the types of fundamental geographic information data sources increases the difficulty in building the fundamental geographic information database. How to transform different scales and different kinds of topographic map data into geographic information data and further integrate them into a database becomes a key technical problem in surveying and mapping organizations. After investigation and combination with the implementation of the digital geo-spatial framework project in Lanzhou, this paper introduces the purposes and significances of the construction of an urban fundamental geographic information database and the current situation and development of digital city at home and abroad. Starting from analyzing the existing urban fundamental geographic information data(DLG, DOM and DEM, DRG), the paper sets up a construction process for geographic information database, and focuses on the overall architecture, data production and data construction of the fundamental geographic information database. And thus, a set of effective management mechanism of database is set up. Lastly the paper shows an application of the fundamental geographic information database in planning management information system. This set a model for other industries.As one of the four core data construction projects in Lanzhou, the fundamental geographic information database, once completed, will become the support of the other three databases(population, legal person, macroeconomic). With effective integration of all kinds of geographic information resources and unified standard, the database provides users with the rich map service, map interfaces and the latest electronic maps. The database can meet many kinds of needs from governments' offices, the applications in industries, governments' decision-making, urban managements and public services.
