And the recycling of waste and old home appliances as an important aspect of recycling and reusing, almost involved all areas in social production and life, has become an unavoidable aspect to develop circular economy and conduct sustainable development.It is understood that the discarded appliances reached the volume of 500 million in Harbin in 2009; the rush hour of appliance scrap has come. This paper on reverse logistics old and waste household appliances home and abroad research status and theoretical research, on the basis of this study the old and waste household appliances in Harbin. This paper used the method of SWOT analysis to analyze the status of the development of reverse logistics and recycling in Harbin. Find out that strengths, weaknesses, opportunities and threats to develop reverse logistics in Harbin, Puts forward four aspects which includes from legal laws and regulations, the financial subsidies mechanism, EPR and environmental awareness to carry out the future work of reverse logistics in Harbin.
