As an important part of the world, reverse logistics circular economy and sustainable development is getting more and more attention. With the progress of science and technology and the improvement of people's living standard, electrical appliances product is more and more popular, and updated speed is getting faster, the number of waste and old home appliances are increasing. And the recycling of waste and old home appliances as an important aspect of recycling and reusing, almost involved all areas in social production and life, has become an unavoidable aspect to develop circular economy and conduct sustainable development.It is understood that the discarded appliances reached the volume of 500 million in Harbin in 2009; the rush hour of appliance scrap has come. This paper on reverse logistics old and waste household appliances home and abroad research status and theoretical research, on the basis of this study the old and waste household appliances in Harbin. This paper used the method of SWOT analysis to analyze the status of the development of reverse logistics and recycling in Harbin. Find out that strengths, weaknesses, opportunities and threats to develop reverse logistics in Harbin, Puts forward four aspects which includes from legal laws and regulations, the financial subsidies mechanism, EPR and environmental awareness to carry out the future work of reverse logistics in Harbin. This paper, by contrast with recycling quantity of home appliance forecast method, put forward by using the Markov forecast method to construct the advantage sex Markov forecast model, set up example to demonstrate.This paper investigate to know the form of old and waste household appliances in Harbin, per 100 households owing the multiple durables in Harbin, home appliance recycling channel, the collection price, recovery mode and the shortage of the recovery system. Introduce three recycling modes of old and waste household appliances and compares their advantages and disadvantages, the author of the paper propose the mode of combination of old and waste household appliances recycling enterprises with a third party by producers. And construct the waste refrigerator recycling system based on the reverse logistics in Harbin. Combining the current national policy in home appliance go to the countryside and promote home appliance old exchange of new one doing benefits of consumers and the recycling enterprises.
