With the further increase in the demand for petrochemical resources, China existing oil refining capacity is still unable to meet the huge market demand. The future of oil refineries in China’s will continue to increase. Due to the existence of various risk factors in the process of oil refinery project design, it makes the oil refinery project design easy to occurrence schedule risk. Taking a refinery as an example, this paper makes a deep research on the progress risk management in the design process.(1) Taking a refinery project as an example, this paper identifies and evaluate the risk of the design progress, and puts forward the concrete progress risk management measures;(2) Based on the decomposition of the working structure of the design phase of a refinery construction project, the design progress plan is introducedand draws up the plan of the project design stage;(3) Useing expert investigation method in brainstorming, this paper identifies the project design schedule specific risk factors. It determines the project implementation in the process of schedule risk factors, including organizational factors, economic factors, technical factors, external factors;(4) By using analytic hierarchy process and fuzzy comprehensive evaluation method, the weight of each risk influencing factor is calculated, and the score of each risk factor is obtained. Project design schedule risk factors overall assessment score is 6.02 points. Therefore, the project design progress risk is higher;(5) According to the actual circumstance of the project, some measures are proposed to realize the optimization of the project design of a refinery. At the same time, it puts forward the specific progress risk response measures.
