Study On Evaluation System Of Dealing With The Outbreak Of Communicable Diseases In Hubei Province

Since mad cow disease was first reported by the United Kingdom in 1987, the shadow of outbreak of communicable diseases had been extended from Europe to the rest of the world. It is the results of global environmental change that causing the happening and rapid spreading of outbreak of communicable diseases, which is also a by-product of globalization. With the increasing population growth, the growing of population migration flows, the increasingly fast pace of urban development and an unprecedented increase in the population density, the communicable diseases which outbreaks in one country in a global scale will spread rapidly from one country crisis to global crisis. WHO believes that in the 21st century the mankind has returned to the age of fighting against communicable diseases as before. All the governments should attach great importance to the prevention and treatment of communicable diseases, increase the human, material and financial input, establish and improve disease control and prevention system, comprehensively improve the ability of the technical team to deal with the outbreak of communicable diseases and various public health emergencies. It is requested to make the work scientific, standardized and effective, avoid simple and blind and prevent over-react.[Purpose] Study on evaluation system of dealing with the outbreak of communicable diseases in Hubei Province which is suitable for the current actual situation in Hubei Province, considering the existing management system and practice, and facilitating the practical application. A two-rank assessment index system is established and the index weight is calculated, and it is used to comprehensively evaluate the work of dealing with the outbreak of communicable diseases in Hubei Province. The evaluation system will finally resolve the problem that how to comprehensively evaluate on the process of dealing with the outbreak of communicable diseases and it will lay the foundation for the scientific, standard and standardized management of dealing with the outbreak of communicable diseases.[Method]The research methods used in this paper are mainly the expert consultation, AHP, questionnaire survey, and two-point grey associated cluster. The study objects of the expert consultation are experts of four fields on Prevention and treatment of infectious diseases, health monitoring and testing, health education and health management. Through questionnaire it collects recommendations and advices brought forward by experts on content setting and index selection of the evaluation system, and then educe the indexes of the evaluation system after analysis and induce. The calculation of the index weight uses AHP. Two-point grey associated cluster is used to conduct a comprehensive evaluation on the system. The study objects of questionnaire survey are the leader and staff of 50 CDC in 12 counties in Hubei Province, through the cognitive survey for the work and response capacity, we mastered the response capacity of the outbreak of communicable diseases in Hubei Province, which not only provided the basis for identifying the characteristics and weak links in the dealing with the outbreak, but also laid good foundation for the establish of the evaluation system of dealing with the outbreak of communicable diseases.[Results] Through the survey and comprehensive evaluation of cases, the results obtained are as follows: (1) the personnel in Hubei Province have a high overall awareness on dealing with the outbreak of communicable diseases and the scores are between 2.994 and 4.391, specially in the aspect of the time on dealing with the outbreak of communicable diseases, timeliness, and the epidemiological investigation. They also agree with the role of relevant training. However, there are low scores in the aspects of laboratory work and health education, which indicates that the cognition in disease management, laboratory work, and health education should be strengthened in Hubei Province. (2) The staff in county organs for Disease Control and Prevention in Hubei Province thinks: the county organs for Disease Control and Prevention have certain response capacity in the field of dealing with the outbreak of communicable diseases but has not formed a sound mechanism. The development of qualified personnel and monitoring system is the focus to improve the emergency response capacity. Some emergency supplies should be reserved as a supplement, and there must be adequate funding guarantee for the rapid increase in emergency response capabilities in a short term. (3) In the five cases, the assessment results can be seen that the relationship between the cases and the optimal serial is less that of the worst serial. Therefore, the overall capacity that dealing with the outbreak of communicable diseases should be further improved in Hubei Province.[Conclusion] Through the consulting experts and analyzing, combining with the status quo of dealing with the outbreak of communicable diseases in Hubei Province, and based on grasping the purpose and principles of building index system, we processed the whole set, the index selection, the index weight calculation, and then evaluated the system comprehensively by using cases, finally we built the evaluation system of dealing with the outbreak of communicable diseases.
