Hangzhou Urban Sustainable Development Indicator System And Comprehensive Evaluation

This treatise, based on extensive and all-round research documents, selecting Hangzhou city as study's case, looks insight into comprehensive evaluation of urban sustainable development after set up an indicators' system. Then, it makes suggestions to Hangzhou in Urban sustainable development from the angle of city plan.First of all, the treatise reviews the contents of comprehensive evaluation of urban sustainable development in China & other countries, which gives the background of theories and methods for the paper as whole. On the basis of theory effects & practice effects, the indictors' system of urban sustainable development was provided applying the principles of scientific, practical, dynamic, representative, comparative, operative, hierarchical, quantitative and the methods of combination of qualitative and quantitative. The indictors' system has three layers. The first layer includes 3 first-grade indicators, which are sustainable environmental index (En), sustainable economic index (Ec) and sustainable social index (Sc), the second layer has 17 indicators and the third has 43.Aiming at the disunified dimensions of all kinds indicators' system, the paper makes the standard treatment by the subjection function. The paper gets scores of each index by the Analytic Hierarchy Process and calculates En ,Ec and Sc by add-weigh model. For reflecting the connotation of urban sustainable development, the paper designs 3 indexes, which are Level Index (L), Development Index (DI) and Coordination Index (CI). On the basis of environmental, economic and social development data from 1986 to 2000, the paper makes comprehensive evaluation of Hangzhou urban sustainable development. The results are: economy increasing leads to a serious environmental phenomena and economic growth can drive social progress. As far as L's concerned, the stage of Hangzhou urban sustainable development is turning into high-grade stage. But, as far as DI and CI are concerned the urban development is taken on weak-sustainability and the environment, economic and social developments are not harmonious.Finally, this treatise give some suggestion to Hangzhou in urban sustainable development around city plan such as reconstructing city plan system and an acceptable compromise strategy which include the general target and orientation of urban development, city scale, urban industrial structure, increase mode of city space, land utilizing, traffic policy and "green architecture". The paper prospects further research on urban sustainable development in the end.
