Since our nation established, occupational health work has made a great progress from beginning to development. And now, an effective occupational health management system which is suitable for china’s actual conditions has been taken shape initially, and makes our nation’s occupational harm under control. This system has formed a management mode ranged from health administration department, management institution to enterprise, and which is carried out by paperwork conveying from higher level to lower. Recently, coming with economic restructuring and market-oriented economy, town enterprises-. private enterprises and foreign-funded ventures’rising, labor system’s changing, and development of emerging industry and technology’s introducing, our national occupational health work is facing an unprecedented challenge. The new market-oriented enterprises are mostly invested by private capital, which decided all those should be restricted by laws instead of by documents. This is the main reason behind increasingly soaring occupational health harm, rigorous morbidity and severe infringement of labor’s health right. In addition, with the access of foreign ventures, WTO, and formation of numerous floating countryside labor forces, we are asked to transform our traditional "planned economy" to "market-oriented economy", from vocational administration to law-based control. Under this circumstance, Prophylaxis and Treatment of Occupational Diseases Law of People’s Republic of China has been released in 2002, which create a new situation for our occupational health work. In order to keep occupational health work in order, promote its development, make the laws and rules to be carried out effectively, get urgent public health problems under control and prevention, protect our labor resource and guarantee cohesive and sustainable development of economy、society and population, we need to establish an occupational control and treatment system, which is not only suitable for our national conditions but coming into contact with the world as well. Based on the practical situation in china, we study the system of occupation health by Strengthen the laws and regulations; the publicize and training of occupation disease prevention; government supervision and management; the construction of monitoring system; the construction of health service system; modern enterprise management system as well as the management of occupation safety and health standard; system of insurance against injuries at work and other aspects in this paper. This essay will take the management of occupational diseases as a point, and I will try to figure out the problems at all levels in management, to protect labors’rights, and to realize social fair by study a diversified occupational diseases management pattern through theoretical analysis. First, this article will analyze a variety of power and character related to occupational disease management theoretically at all aspects of occupational disease management service’s quality given by government, the character of occupational diseases, government administrative capacity and enterprises benefits. Based on these features, this article will analyze deficiency in occupational disease management and the force dependent on, and further, attempt to suggest a reasonable and multiple participation management system. Furthermore this article has referred to experience on occupational disease management from developed and developing countries, introduced administrative standard of occupational disease in WHO and World Federation of Trade Unions, and pointed at advanced experience on occupational disease management that we can find in our nation’s practice. At the last, on the basis of plenty of research, I will proposal a multi-cultural management system, which will mobilize all powers to participate in occupational disease management based upon essential laws and rules made by government. This kind of administrative pattern is a reasonable option and resolving our dilemmas in occupational disease management. The government should encourage and guide this pattern, and supply essential support. Only in this way can we protect labor’s right and carry out social fair.
