The Yellow River is the river that has nurtured many people and is one of the places where Chinese civilization began.There is no doubt that the Yellow River has made a great contribution to the economic development and ecological protection of China.However,due to over-exploitation and ecological protection of the lack of attention,some areas of the Yellow River ecosystem degradation,water retention function decline,serious soil erosion.Since the18 th Party Congress,the construction of ecological civilization has been integrated into the overall "five in one" arrangement,and the establishment of an ecological compensation mechanism has become an important institutional guarantee for the construction of ecological civilization.China’s watershed compensation mechanism is still in the preliminary exploration stage.There is no recognized measurement method yet,and the lack of understanding of the basis of compensation has led to the lack of objectivity and completeness of the measurement results,which in turn has affected the process of developing ecological compensation mechanism in China.Therefore,it is clear that determining a scientific and feasible measurement method is an urgent issue to be solved in the process of constructing an ecological compensation mechanism in China at the current stage.With this in mind,this paper takes the ecological compensation arrangements in Shandong and Henan provinces as the background and the measurement problems of ecological compensation value as the starting point.After thoroughly understanding the advantages and disadvantages of current methods of measuring ecological compensation value,the method of measuring ecological compensation value is examined,the rationality of using the environmental replacement cost method to measure the ecological compensation value of watersheds is proposed.And we boldly try to measure the ecological compensation value of Henan and Shandong sections of the Yellow River with the environmental replacement cost method.It is calculated that the ecological compensation value of this section of the Yellow River is 28.189 billion yuan,which reflects the minimum cost brought by the management and protection of the Yellow River basin.Comparison with the agreement reveals that the agreed amount is much lower than the cost,which means that the upstream area pays more than the benefit it gets,which will seriously affect its enthusiasm to participate in horizontal compensation cooperation.Therefore,the determination of compensation value is the central issue of horizontal inter-provincial compensation,which is both the objective and difficulty of this study.Focusing on the measurement of ecological compensation value in the basin,this paper aims to construct a three-factor composite cost measurement model based on the environmental replacement cost method and apply it to the measurement of ecological compensation value in the Yellow River basin.Secondly,the feasibility of the environmental replacement cost method is tested through case studies to provide a certain baseline of quantitative criteria for constructing the ecological compensation value measurement system in the basin and realizing the ecological compensation value.In addition,this paper also combines the measurement results to design the funding source of ecological compensation value in the Yellow River basin(Henan-Shandong section)and puts forward several suggestions on how to improve the ecological compensation system in China. |
