Research On Compenstion Theory And Approaches For Controlling The Environmental Cost Bought By The Livestock And Poultry Breeding

With the development of livestock and poultry breeding, animal’s high-concentration manure, untreated sewage and solid emissions continue to increase, making great impaction and destruction to the rural living environment and the agricultural ecological environment. In turn, the affected ecological environment becomes an important factor to the sustainable development of livestock and poultry breeding. From the perspective of rational people, it will increase the farmers’cost if they take actions to control the pollution caused by the livestock and poultry breeding. Based on this situation, if our government adopt the compensation to offset the lost, it’ll encourage the farmers take the measures for a long time.This article is mainly to illstrate the compensation theory and empirical research for controling the cost bought by the livestock and poultry breeding:firstly, define the connotation of the environmental cost bought by the livestock and poultry breeding industry; secondly, analysis the quantitative standard for the Compensation, this article take the biogas project for example.The followings are the basic conclusions of this article:1.In 2012, the cost bought by the livestock and poultry breeding in AnHui province is about 5.916 billion yuan. Taking pig as equivalent conversion, to one pig, the environmental cost is up to 141.19 yuan. If we follow the principle of "who pollute, who govern", it will greatly increase the cost of farmers, and it will inevitably affect the healthy development of livestock and poultry breeding.2.The compensation theory includes:compensation subject, compensation object, compensation standard and compensation mode, etc. Among them, the compensation quantitative standard’s research is the core factor of compensation policy’s operation.To the government, the total amount of compensatin shouldn’t exceed the reduced cost bought by the controlling measures.To the farmers, the compensation should ensure that if the farmers take the controlling measures,it won’t increase their cost.Based on the estimation of the cost bought by the livestock and poultry breeding of AnHui province in 2012, we can know that if we take the biogas project to controlling the bad influence bought by the livestocking, we can at east cut 2.956 billion yuan. At this basis, we can further estimate that through the construction and use of biogas project, the cost control can be up to 352.68 yuan per cubic meter, this value can be used as the upper limit for the biogas project.Through the analysis of the economic reasons for the aggravative pollution caused by the livestock, we can know that a single policy won’t meet the needs of controlling the poullution bought by the livestock and poultry breeding,, we should take a variety of measures to cooperate with each other.
