Safety assessment and occupational disease hazard assessment are important technological measures for Chinese coal mine to guarantee production safety and workers’ health.The changed responsibilities of government departments in new Occupational Disease Prevention Law of the People’s Republic of China have provided an opportunity for integrating these two assessments.Effective integration between these two assessments and newly-established occupational safety and health assessment will show a new development trend for assessments in coal mine and be helpful for gaining a high quality and efficiency of coal mine safety and health management as well, so that the goal of accidents prevention can be achieved.This paper:(1)compared safety assessment and occupational disease hazard assessment from the aspects of their principle, objects, classification, procedure and methods in order to emphasized their similarities and differences;(2) analyzed the necessity of integration from its influences on safety science development, government regulation and enterprises operation;(3) illustrated the feasibility of integration from the results of comparison;(4) discussed the method of integration and explained the newly-established occupational safety and health assessment from the aspect of its definition, evaluation scope, classification, evaluation methods and the quality control method.Meanwhile, relevant concepts and definitions of it are illustrated as well. The evaluation procedure is set up by taking underground mining as an example;(5) an assessment for a coal mine project of Lu Jiacun Coal Mining Co. in Yangquan, Shanxi province was conducted as an practical example.This assessment evaluates risks of coal digging unit, ventilation unit, land unit and management unit respectively to illustrate the identification and evaluation procedure and (6) analyzed the difficulties in application and provided solutions.The study shows:(1) safety assessment and occupational disease hazard assessment have same factors which can be used in integration; for different factors, they can be adjusted to be unified;(2) Establishing new assessment system conforms to the needs of safety science development and international tradition, meanwhile, it can improve the efficient supervision for government department and save resources for enterprises;(3) the newly-established occupational safety and health assessment has complete system architecture;(4) the integrated assessment can be used to identify and evaluate hazards in coal mine effectively which is helpful for risk control; and (5) some defects in evaluation content and evaluation methods are found in practical application.For example, the content is overmuch and the evaluation methods are simple which are lacking of quantitative analysis.Meanwhile, a unified occupational safety and health management system not applied in coal mine enterprises affects the application of integrated assessment system.The integration between safety assessment and occupational disease hazard assessment is necessary and feasible.The integrated assessment can be applied in reality.Further studies should be conducted and focus on the improvement of evaluation content and methods.At the same time, the complete occupational safety and health management system should be established in coal mine enterprises which is important for the development of integrated assessment.
