Objective: By 2009-2014, 421 medical institutions in the management of radiological protection of information,163 medical institutions in 2009-2014 Occupational Disease Prevention Hospital of Shijiazhuang City completed a total of 281 projects were evaluated radiological protection investigation and analysis, understanding Shijiazhuang City of Radiological Protection status quo, and accordingly Shijiazhuang City medical institutions conduct radiological protection management and radiological protection standards, targeted suggest improvements, to provide reference for health supervision departments and technical services sector. From the source to the prevention, control and elimination of radiological hazards, ensure the normal operation of the radiation level of radiation treatment in the workplace, staff radiation dose does not exceed the limits specified in the standard, reducing the likelihood of potential exposure, radiation protection of workers, the public health and safety, so that radiation treatment technology really play an active role in the treatment of human disease and health care, in order to protect social stability and promote sustainable social and economic development. Methods: The medical institution within the jurisdiction of the survey as a whole, using census methods, combined with data Shijiazhuang Radiological Health information platform and access to 163 medical institutions in Shijiazhuang City Occupational Disease Prevention Hospital in 2009-2014 among 281 completed evaluation reports on Radiological Protection, specific analysis of the distribution of medical institutions at all levels of Shijiazhuang City, radiological protection management, occupational health surveillance in radiation workers, the radiology clinic security measures, the Radiological Protection evaluate temporal trends, classification and evaluation of project evaluation purposes, protective shielding design. The survey data were analysed by SPSS 21.0 software, statistical analysis used the χ2 test or Fisher exact probability method. Results: 1 Shijiazhuang area medical institutions at all levels of Radiation Protection 1.1 The basic situation of medical institutions at all levels of the basic situation of Shijiazhuang CityThis study investigated 421 medical institutions in Shijiazhuang city. Which include 17 provincial units, 13 municipal units, 158 district-level units and 233 county-level units, accounted for 4.04%, 3.09%, 37.53% and 55.34% separately. 1.2 The management of medical institutions at all levels of radiological protection in Shijiazhuang CityShijiazhuang City protective management of medical institutions at all levels were analyzed from four aspects of records management, quality control, management, organization, management system. Since 2012, medical institutions at all levels of the indicators pass rate than in the past have relatively large increase, provincial units of four indicators passing rate greater than other medical units. 1.3 Radiation Workers Occupational Health care situationRadiation Workers in Shijiazhuang occupational health medical institutions at all levels to analyze the situation from a health check, health records, training, training records, personal dose, dose archives six, six indicators 2009-2014 radiation workers qualified occupational health surveillance rate, provincial units than other types of medical institutions. Especially in accordance with the regulations for radiation workers conduct regular occupational health checks and personal dose monitoring two indicators, the county unit 6 the lowest passing rate indicators. 1.4 Radiology clinics safety precautions caseShijiazhuang City, radiology clinics medical institutions at all levels of security measures, the area from the room, personal protective equipment, protective doors, warning signs and lights, radiological protection precautions, mechanical ventilation were analyzed six areas, nearly six years six indicators showed an increasing trend, in 2012 the fastest rising. Indicators qualified and compliance rates, provincial units significantly higher than other types of medical institutions, especially in the use of ventilation equipment and personal protective equipment. The above indicators are the lowest pass rate level units. 2 Project evaluation of Radiation Protection 2.1 Radiological protection management situationMedical institutions at all levels in Shijiazhuang city that set up special protection management organization, carry out the protection management system, formulate and develop projects that meet the needs of radiological diagnosis and treatment quality control plan, establish the radiological protection management archives qualified rate increased year by year. By comparison the qualification rate of various types of surveyed in radiological protection management,we found that the rate of provincial units is higher than other medical institutions, county-level units is relatively lower, the qualified rate of provincial units in the establishment of management organization, the formulation system, to develop quality control plan, establish archives of qualified rate was 100% respectively in provincial units, 100% respectively in municipal units, 97.56% respectively in district-level units and 95.84% respectively in county-level units. 2.2 Radiological Protection Evaluation of the basic situation2009-2014 Shijiazhuang City medical institutions at all levels of radiological protection evaluation items are as follows: 18, 35, 31, 59, 76, 62. With the approval of the program as well as increased health and improve radiological health supervision system and the rule of law and law enforcement, and evaluation of the number of items presented radiological protection increasing in recent years, especially in the evaluation of projects increased significantly after 2011. Pre-evaluation every year are less than the amount the amount of control effect evaluation. 2.3 Ray device evaluation involves the use of radiological protection distributionPress ray device use classification, which involves a total evaluation of the project 213 diagnostic radiology, 75.8% of the total evaluation of the project, followed by radiation therapy 30, 10.7% of the total evaluation of the project, 26 interventional radiology, the total evaluation of the project 9.25%, while a smaller proportion of nuclear medicine. 2.4 Active and passive application application281 projects in the initiative to apply to do the evaluation of radiological protection units 120, accounting for 42.70%, passive apply for Radiological Protection Evaluation of 161 units, accounting for 57.30%. Initiative to evaluate provincial units was 83.3 percent, while the county unit of the initiative was only 15.28 percent evaluation. 2.5 Shielding design case281 projects in various medical institutions evaluate workplace design radiation shielding thickness, in line with the optimization of protection has 65, accounting for 23.13 percent, over protective shield design has 162, accounting for 67.1%, protection of non-compliance have 54, accounting for 19.22%.Conclusions:1 Medical radiation protection management responsibilities are not clear, the development of protective management system is not perfect. The survey found that some medical institutions radiological protection management system and regulations are not perfect, management responsibilities are not clear, there is no strict accordance with the "radiation treatment regulations", the requirements for radiation protection management.2 Since some leading medical institutions radiological protection laws and regulations, lack of knowledge, awareness indifferent radiological protection, resulting in a new, reform, expansion of radiology clinics place independent design, independent construction and put into use, did not apply for review of health administrative departments of health, because these works escape preventive health surveillance, its radiological protection facilities are not "three simultaneous", so there are many protection issues. Radiation Workers in occupational health care, the following provincial hospitals, especially at the county level medical institutions, leading to cost savings, and can not carry personal dose monitoring and occupational health checks on a regular basis.3 Laws, regulations and radiation safety knowledge publicity is not in place, only limited training for radiation workers, narrow face propaganda, some are only going through the motions, no attention from the ideological, some units leading to radiation hazards which do not fully understand, one-sided pursuit of profit for radiological protection and physical health staff with less investment.4 Radiation treatment unit ubiquitous light weight control pre-evaluation assessment of the phenomenon, the control effect evaluation in 281 projects in a larger proportion of the evaluation. Some units due to radiological protection laws and regulations related to grasp is unclear, the lack of knowledge of radiological protection, does not apply for pre-evaluation, invested in the construction of over-protection construction, resulting in unnecessary waste of money. Not in accordance with national standards for the design of the room, there is too little room area, irrational, etc. This is not only in line with the principle of optimization of protection and likely to cause unnecessary psychological burden to the public causing panic.5 Most of the construction unit considers occupational health service agency commissioned to carry out a program evaluation of occupational hazards of radiation just to obtain health administrative departments for approval, with no real understanding of the evaluation work for the prevention and control of occupational hazards and regulate the construction unit of the importance of health protection and management of radiation.
