Rural doctors as the first protective screen of guaranteeing the rural residents in good health, shoulder the responsibility of the rural medical and health service.However, in recent years, village doctor team have appeared a series of questions, such as insufficient total amount, low education level, weak ability of medical and health service, and so on. The current situation is serious, every year a large number of rural doctors go away, it becomes the main bottleneck of restricting the development of rural health service in China.This article aims at exploring the efficient way of rural doctor team construction,and firstly analyzes the importance and necessity of construction of rural doctors, by using the theory of social security, institutional change theory, incentive mechanism and related theory tools. Then in the case of Suzhou area, focuses on analysis of identity treatment, the problem such as growth, professional sense of honor of rural doctors,through on-the-spot investigation. Insight into Suzhou’s measures to solve the problem of rural doctors, such as mount guard qualifications, treatment and compensation mechanism, training education and examination, and the social security. Analyze innovation and shortcomings of Suzhou’s measures to “keep, attract and shape” rural doctors. And it is concluded that helps for revelation, to provide reference for the national team construction of rural doctors.Finally the article puts forward an effective way for the national team construction of rural doctors. Firstly, improve the village doctors’ income and perfect social security policy; Secondly, have a direction to cultivate medical graduates and introduce high-level personnel; Thirdly, strengthen the construction of infrastructure and improve the working environment; Fourthly, establish long-term training system and improve staffs professional accomplishment; Fifthly, optimize the performance appraisal system and improve the work enthusiasm. Strengthen the government’s responsibility,configure health human resource reasonably, alleviate rural residents "A doctor difficult" pressure, and promote grass-roots health reform.
