The national ministry of education has issued a series of documents which have laid the importance of teachers' professional ethics since the Reform and Opening Policy was put into force. However, under the premise of economic change, the phenomenon that many education ideas in education field has appeared which cause confliction with education facts, teachers' professional status and occupational prestige have caused debate under the current social transition in China. The study of teachers' professional ethics focused on discussion from the teachers professional ethics to the ethical spirit in our country, however the empirical research of teacher's professional ethics is rarely explored. On this premise, the empirical research of construction in teacher's professional ethics index is of great necessity.The present domestic research content based on the theoretical study of the relationship of teacher's professional ethics research, comparative study of teachers' professional ethics, empirical research on the basis of research of the domestic construction of teacher's professional ethics. Foreign research is focus on the application of the difficulties and solutions of the teachers' professional ethics which have existed, as well as the more specific regulations. The research of teacher's professional ethics is still under the theoretical construction phase of our country at present, The corresponding empirical research in its infancy, research content are unsystematized, research method lack of empirical approach.This study is to explore the index of teachers' professional ethics construction. In order to construct the model of teachers' professional ethics indexes, compared by international horizontal perspective, the current code of teachers' professional ethics, based on the actual questionnaire and interview.The samples of questionnaire research mainly randomly choose the teachers in public or private schools in different regions from primary school and junior high school. Using the compiled questionnaire of the evaluation for the primary and secondary school teachers' professional ethics index construction. Sample size of questionnaire is 152, the interval of five dimensions of reliability vary between 0.8 to 0.9, and the overall reliability is 0.938, shows high reliability of the questionnaire. This study through the questionnaire on the five dimensions of project and the related analysis of questionnaire scores between inspections in both internal consistency. Results show that the five dimensions and the overall questionnaire all reached significant level, the relationship between each part of the questionnaire within the correlation is more significant, the construct validity of the questionnaire is quite high. In exploratory factor analysis, the KMO of questionnaire is 0.906, which is greater than 0.9, by using the principal component analysis, extracted three factors finally, which 64.754% of the total variance is explained, the extract factors respectively named "bottom line ethics","virtue ethics" and "duty ethics". The exploratory factor analysis conclude that the three factors of "bottom line ethics", "virtue ethics" and "duty ethics construction is reasonable.Through the interview with five primary and secondary school teachers, based on the investigation about the present situation of teachers' professional ethics. Understand that there are real problems that a teacher's career expectations and the reality, the teacher's voice rights channel is narrow, the boundaries of punishment and corporal punishment is not clear, the jurisdiction of the enlarge, guiding force of teachers' professional ethics is limited, the school management of the teachers' professional ethics is no systematic, the utility of teacher's professional ethics evaluation.The results found that the transverse dimensions of teacher's professional ethics includes teachers' professional quality, the interaction between teachers and students, the interaction between teachers and colleagues, the interaction between teachers and parents/guardians, the social responsibility of the teacher, the longitudinal dimension of teacher's professional ethics include the bottom line of ethics, duty ethics,virtue ethics and caring ethics.The research suggested that reconstructed the paradigm of teachers' professional ethics, promoting teachers' professional ethics strategy from bottom to top, expand specification groups participate in teachers' professional ethics, construct teachers' autonomous organization, the combination of the specification "self-discipline" code and "heteronomy" code in the teachers' professional ethics.
