Quantitative Research On Ecological Compensation Methods In River Basins

The development of China’s economy presents a mode of extensive development.It is an indiscriminate destruction of the environment and a waste of resources in the course of social progress and economic development,which has brought serious impact on the ecology of the natural world.The shortage of resources,environmental pollution,and ecological destruction have become urgent issues facing China in the 21 st century.People are now bearing the consequences of environmental damage.Jinshan Yinshan is not as good as Green Mountain.In order to realize the sustainable development of the environmental economy and coordinate ecological and economic benefits,efforts must be made to improve the current environment.Water resources are the source of life and the prerequisite for human survival and development.However,with the economic development and the lack of public awareness of environmental protection,a large number of industrial sewage and domestic wastewater discharges have caused tremendous damage to the ecology of rivers,and ecological protection has become very necessary.In order to improve the watershed environment,increase the enthusiasm of public participation in the construction of environmental protection,and ease the possible conflicts in the river basin management between the upper and lower reaches of the river basin,the establishment and implementation of the ecological compensation mechanism has important guiding significance.The core issue of the ecological compensation mechanism is to determine the criteria for ecological compensation,that is,how much the compensation should be.Too much or too little compensation is not conducive to the healthy and stable development of the economy,and it is also not conducive to the ecological restoration of the river basin.This paper,based on reading a large number of domestic and foreign literatures,and clarifying the mechanism of ecological compensation systems at home and abroad and research methods of compensation standards,proposes the determination of ecological compensation standards based on data envelopment analysis(DEA).Taking the Liaohe River Basin as an example,this paper analyzes the ecological protection investment in basins in Inner Mongolia,Jilin,and Liaoning and the ecosystem service value of the basin.The ecological compensation allocation scheme based on the DEA cooperative game model is given.The results show that the ecological input costs in Inner Mongolia and Jilin are greater than the ecological benefits they obtain and should be compensated.The ecological investment in Liaoning Province is insufficient and compensation should be made to Inner Mongolia and Jilin.
