Study On The Development Path Of LWLM In The Industrial Leading County

The concept of "lucid waters and lush mountains are invaluable assets"(LWLM)is based from the ideology of county.The county is an important part of the development practice of LWLM in China.Thus it is very important to explore and spread the practical experience of LWLM in the county.However,there are many kinds of counties,and various development modes in China.Some counties dominated by industrial undertakings have had a negative impact on the quality of ecological environment,production and living space in the practical development.How to guide those counties to transform and realize the development of LWLM is an urgent problem to be solved.In this thesis,we found that Ninghai,one of the top 100 counties in the development of LWLM,has achieved a win-win situation in balancing economic development and eco-environmental conservation.With the purpose of exploring the development path of LWLM in the industrial leading county,this paper studies the development and construction of LWLM in Ninghai.First,this thesis analyzes the dynamic development of Ninghai from perspectives of economic development,ecological environment and social livelihood from 2003 to 2018.Ninghai has been in the industry leading position in the process of development,and its economy has been in a steady state of improvement.At the same time,Ninghai has also taken a development path of “treatment after pollution”.Over the past 16 years,its development can be divided into four stages: initial stage,rapid development,fight against pollution and coordinated development.Through the practice of LWLM,it has gradually revealed the mutual promotion and progress of ecology and economy.Secondly,based on the evaluation index system of LWLM development in the county,the study evaluates its LWLM historical development levels from 2010 to 2018.Also,it was found that the four change rate indexes,which based on the concept of dynamic development,all had the problem of high-level change accompanied by underestimation.On the base of that,a set of algorithm was designed to modify the evaluation index system of LWLM development in the county.The revised results show that the evaluation level of LWLM has increased from 0.466(B)in 2010 to 0.851(A+)in 2018 in Ninghai.Based on the result of evaluation,this thesis analyzes the preliminary experience and subsequent development suggestions in Ninghai.Then,after analyzing the logical relationship between the development systems of LWLM in Ninghai,this thesis combines with the historical data and constructs the system simulation model of LWLM construction and development in Ninghai by using Vensim PLE software.Based on that,the thesis forecasts the development trend of LWLM in the current and optimized scenario during the "14th five-year plan" period.The results show that under the current scenario,the development level of Ninghai is expected to reach 0.847 in 2025,it can still maintain high-quality green development.The optimization scenario will be released as 0.869,0.022 higher than the original scenario,can better realize the development of LWLM in the future.Finally,this thesis summarizes the development path of LWLM within Ninghai from the aspects of top-level design,industrial development,ecological environment and livelihood security system.The research shows that the establishment of comprehensive system,such as overall planning for Eco-Environment Bearing Capacity,reasonable space distribution,industrial optimization and transformation,prevention and control of environmental pollution,precise ecological compensation mechanism,supports the value embodiment of LWLM construction in Ninghai.In this thesis,the revision of the evaluation index for the development of LWLM in the county could more reasonably evaluate the county environment-friendly development level.It also helps to identify the advantages and disadvantages of the development within the county,and to provide feasible methods for assessing and guiding the county development.At the same time,the research into the development path of LWLM in Ninghai is helpful to provide reference for the industrial leading counties to realize the development of LWLM.
