Along with the continuous improvement of the civil service system, we can seeing and feeling that more and more women are taking part in politics zone. That indicate the ability and the value of women have been recognized and valued, and because of the social traditions and female own reasons, they encountered the problem of career development. Civil servants of the public administrative ability close relations with social economic development speed, quality of citizens' lives. In order to improve the quality of civil servants, therefore, in order to achieve the goal of public administration, the career development refers to the important position of human resource management. In the past generally applied to male civil servants career management way show unfair, female civil servants still encountered traditional social gender discrimination, work-family conflict, promotion opportunity is rare and soon, career development path twists.Based on above, the author takes female civil servants at the basic level in Tianjin as the research object, through literature review and field interviews, made ?The questionnaire on the career development of basic level female civil servants in Tianjin City?, analyzed self recognition, career prospects, support force and working environment of female civil servants. Sum up the problems encountered in the development of female civil servants, including family burden, bondage of traditional ideas, promotion difficulties and support insufficient. Then from female civil servants self factor,laws and regulations, policy system and traditional culture to analysis he hampered factors. At last, put forward countermeasures to solve the problem from the practical point of view, to promote China's civil service system and the continuous improvement of the related system between men and women.
