With the standardization and improvement of national civil servant system of examination and appointment, an increasing number of females serve in grass-roots civil servant occupations year by year and they play an important role in daily administrative activities. An investigation from Chinese Academy of Social Science shows that females who can become a civil servant, slightly differ from their counterparts in working ability, knowledge structure and physical constitution. As grass-roots-level female civil servants are playing an increasingly significant part in the current administrative system, most scholars have focused more on the career development of female civil servant, especially on that of mid-level female leaders, but few have conducted special researches on their working environment and their characteristics of career development. Though basic-level governments lie at the bottom of the administrative system of our country, corresponding affairs are in the closest relationship with people. Therefore, it is necessary to study on the influenced factors and facing problem of those female servants’career development and to put forward useful policy suggestions. In this way, it not only benefits for female servants’work and life, but also benefits for promoting the optimization of civil servant system to provide better service for the masses.With the basic-level female civil servants of Liling City as its research subjects, this paper on the basis of factors influencing their career development carried an empirical research on the career development of this group of Hunan Province through a questionnaire and in-depth interview, on the basis of data collected from the research and questionnaire above, analyzed hard situations facing them and put forward corresponding suggestions to optimize Chapter One defined the concepts of influential factors related to the career development of basic-level female civil servants, on the basis of the explicit origin and content of the research. Chapter Two talked about the influential factors from the perspectives of female servants’personal factors, family factors and policy factors. In this part, the author actively absorbed the basic knowledge of division of influential factors for scholars at home. Chapter Three explored the present situation of the career development of basic-level female civil servants, in accordance with data and materials from the questionnaire and interview. Chapter Four explored the source of the existing problems from the perspectives of their personal factors, social environment and administrative organization, according to the related theories like gender theory, human resource management. Chapter Five provided specific countermeasures to solve the problems of female civil servants’ career development in combining theory with practice and making reference to the theories related to female civil servants’career development both at home and abroad. Chapter Six is the conclusion of the whole thesis.
