Research On The Neighbor Avoidance Effect In The Construction Of Urban Public Medical Facilities And The Government's Response

At present,China is in the social transformation period in which various contradictions occur frequently and the interests are distributed unequally,therefore causes many social protests.The large-scale NIMBY conflict has become the focus of scholars’ research,and some scholars even claim that China has entered the "NIMBY" era.In reality,it is found that the resistance behavior of the public is not only caused by high-risk NIMBY facilities,but also by the increasing resistance behavior of the low-risk NIMBY facilities.It not only has a great impact on the social production and living order,but also leads to the waste of public resources,and tests the government’s ability to manage public affairs.How to deal with the frequent NIMBY effect and stabilize the social order in the process of urban development has become the focus of the current social concern and urgent solution.For "NIMBY" effects dynamic development mechanism in the process of city development,this article collect relevant data about urban public health psychology,behavior characteristics of the people in the process of project construction and the government’s response through field investigation and face-to-face interviews and use the qualitative method of grounded theory to do the thorough investigation.By constructing the generation logic of the NIMBY effects in urban public health projects,this paper tries to reveal the key factors affecting the NIMBY effect and realize the source management of the NIMBY effects from the causes.Based on the analysis of the data found that generation mechanism of NIMBY effect follows a complete logical chain from the formation of NIMBY syndrome,the fruitless of interests,the construction of protest atmosphere to the launch of NIMBY action.NIMBY syndrome is the starting point of NIMBY effects,the fruitless of interests is internal driving factors of action,the construction of protest atmosphere is the necessary preparation,the launch of final NIMBY action reflects the formation of NIMBY effects.For the first three factors that promote the generation of NIMBY effects,we propose the specific governance paths,including creating public value to eliminate NIMBY attitude,improving governance structure to promote "win-win" between both sides,and mobilizing various social forces to divide the protest situation.
