Efficiency Evaluation And Influencing Factors Of Low-carbon Tourism Industry In Heilongjiang Province

With the rapid growth of the global economy,since the reform and opening up,China’s economy has achieved rapid development,attracting worldwide attention,and has now become the largest developing country in the world.Energy consumption and carbon emissions are also increasingly prominent.Among them,tourism is also an important part.The current tourism industry is closely related to all walks of life in society.This is not a "smoke-free industry".While creating huge economic benefits for the society,it also leads to the depletion of ecological resources.Therefore,the energy consumption and carbon dioxide emissions of my country’s tourism industry have also become issues that cannot be ignored,bringing pressure to the natural environment.In the context of carbon peaking and carbon neutrality strategies,to help achieve the dual carbon goals,the tourism consumption stripping coefficient method was used to calculate the tourism CO2 emissions in 2010-2019.Afterwards,CO2 emissions from tourism were listed as a bad output in the Low-Carbon Tourism Efficiency Study.Based on the panel data of Heilongjiang Province and its regions,an index evaluation system for evaluating the efficiency of low-carbon tourism industry is constructed.Using the DEA-Malmquist index model,the spatiotemporal evolution of the efficiency results of the low-carbon tourism industry in Heilongjiang Province and the region from 2010 to 2019 was analyzed.In the tourism industry,select the influencing factor indicators and establish a Tobit model.The factors affecting the efficiency of low-carbon tourism industry in Heilongjiang Province are analyzed and discussed.On this basis,the countermeasures and suggestions for promoting the low-carbon development of tourism in Heilongjiang Province are put forward.Research indicates:（1）The total amount of carbon dioxide emissions from tourism in Heilongjiang Province shows a trend of fluctuating growth year by year.Moreover,there is a small gap between the carbon dioxide emissions of tourism,transportation,storage,and post and telecommunications industries and the carbon dioxide emissions of tourism,wholesale and retail,and accommodation and catering.There are obvious regional differences in carbon dioxide emissions from tourism in Heilongjiang Province.Harbin,Qiqihar and Daqing are the major contributors to tourism carbon dioxide emissions in Heilongjiang Province.Harbin,Daqing,Kiamusze tourism industry emited more carbon dioxide in wholesale,retail,accommodation and catering industries.In the other nine regions,the tourism industry emited more carbon dioxide in the transportation,storage,and post and telecommunications industries.（2）From 2010 to 2019,the TE of low-carbon tourism industry in Heilongjiang Province were significantly different.Harbin and Yichun have the highest TE of low-carbon tourism industry.The TE of low-carbon tourism industries in Qiqihar,Hegang and Heihe were better than those of low-carbon tourism industries in Jixi,Shuangyashan,Kiamusze,Qitaihe and Suihua.It shows that the low-carbon tourism industry economy in Heilongjiang Province has developed better in Harbin and Yichun,followed by Qiqihar,Hegang and Heihe.The PTE of low-carbon tourism industry in Qiqihar,Jixi and Yichun had a more significant impact on the TE of low-carbon tourism industry,PTE had a greater impact on the development of lowcarbon tourism economy in these regions.The impact of SE and PTE of low-carbon tourism industry in Kiamusze on the TE of low-carbon tourism industry were relatively balanced.The STE of low-carbon tourism industry in other regions had a greater impact on the TE of the industry,which means the SE had a greater impact on the development of low-carbon tourism economy.From the perspective of the dynamic changes in TE,the TE of low-carbon tourism industry in various regions of Heilongjiang Province has shown a growth trend,and there are obvious regional differences.Among them,Hegang,Daqing,Shuangyashan,Kiamusze,Heihe,and Suihua have a higher MI of low-carbon tourism industry,and the TE of low-carbon tourism industry has maintained a stable growth state overall.In addition,the Heihe and Hegang has achieved outstanding TC of low-carbon tourism industry,indicating that the two regions have a strong role in promoting their low-carbon tourism industry in terms of intangible investment.The MI average of low-carbon tourism industry in Jixi,Qitaihe,and Mudanjiang has not exceeded 1.30,which means that the development of low-carbon tourism in the two regions in the past decade is relatively slow and the trend is similar.Qiqihar has the decline in the TC growth of low-carbon tourism industry.The MI of low-carbon tourism industry in Yichun fluctuates the least.The TE of low-carbon tourism industry in Harbin has grown slowly,which in Daqing is slightly better than other regions.（3）Among the six factors that affect the TE of low-carbon tourism industry in Heilongjiang Province,there are three factors positively correlated with the TE of low-carbon tourism industry in Heilongjiang Province.Among them,the tourism industry structure has obvious effects on promoting PTE.And the level of economic development and technological development are negatively correlated with the TE of low-carbon tourism industry in Heilongjiang Province.The structure of the tourism industry should be further optimized and the degree of opening up should be further increased.At the same time,the level of urbanization should be improved and the convenience of transportation between various regions should be increases,thereby improving the TE of low-carbon tourism industry in Heilongjiang Province and promoting the high-quality development of low-carbon economy in Heilongjiang Province.Regarding the efficiency of low-carbon tourism industry in Heilongjiang Province,the effective utilization of tourism industry resources should be increased,and the problems of insufficient input and redundant output should be reduced.By optimizing the industrial structure of low-carbon tourism in Heilongjiang Province,strengthening urbanization management,and increasing technological innovation in energy conservation and emission reduction,we will improve the ability to optimize the combination of low-carbon tourism resources and industrial elements.In this way,the mutual promotion and common improvement of the economic,social and ecological benefits of tourism in Heilongjiang Province will be promoted,so as to help achieve the goals of carbon peaking and carbon neutrality.
