Analysis And Research On Joint Prevention And Control Mechanism Of Public Health Emergencies In Y City

Since December 2019,COVID-19 has occurred in many provinces and municipalities in China.This kind of major public health emergency is a severe test to the comprehensive management and emergency response capacity of public administration departments,and also a challenge to the whole society.In order to deal with such crises,China’s administrative departments made overall arrangements,integrated the previously dispersed,temporary and passive emergency response systems,and established an emergency response mechanism featuring joint prevention and control and mass prevention and control with the participation of the whole people.It has played an important role in effectively and timely containing the spread of COVID-19.This paper summarizes the research status of joint prevention and control at home and abroad.Based on the study of related concepts and theories,the joint prevention and control mechanism for public health emergencies in Y city is taken as the research object to analyze the current operation status and achievements of the joint prevention and control mechanism.Through investigation and research,it is found that the joint prevention and control mechanism for public health emergencies in Y city mainly has problems such as imperfect organizational system,work plan to be improved,infringement of compulsory emergency measures,and low quality of information and data.Investigate its reason is the public health emergency zone spreading organization function there is no system integration,concrete scheme of practical,lack of supervision and administrative emergency power,no effective information sharing platform established between departments with work function overlapping,etc.,on the basis of dissecting the theory,crisis management theory,coordination theory and other public health emergencies in establishing and perfecting the zone spreading mechanism,It is necessary to further optimize the organization system of joint prevention and control and highlight the function of health management.To enhance the value goal of joint prevention and control,and pay attention to the overall interests of epidemic prevention and control;Create an atmosphere of joint prevention and control to enhance the ability to resolve conflicts;To regulate joint prevention and control compulsory measures and ensure the legality of administrative measures;Improve the joint prevention and control communication mechanism to promote communication between departments;Establish a professional consultation system for joint prevention and control to promote scientific and accurate prevention and control measures;In order to improve the level of joint prevention and control of public health emergencies,better protect people’s health and promote social development,it is expected to provide reference suggestions for public management departments to improve the level of joint prevention and control of public health emergencies,better protect people’s health and promote social development.
