Research On The Construction Of Grid Prevention And Control System For Urban Community Public Health Emergencies In China

Since the 21st century,China’s economic growth has undergone a qualitative and quantitative leap,and people’s life has become better and better.However,the frequent occurrence of various kinds of public health emergencies has seriously affected the stability of national and social life.The novel coronavirus pneumonia crisis which has spread to the whole country in 2003 and the more serious and more far-reaching impact on the new crown pneumonia has been threatened in the past 2019.More and more public health emergencies with impact,disaster and even destruction are frequently seen in our daily production and life.In particular,In particular,all kinds of public health emergencies have greatly affected and damaged the lives and property safety of the masses,and even caused irreparable losses.Community,as the grass-roots unit of national governance,is not only the vanguard of the prevention and control of public health emergencies,but also an effective defense line of "internal non-proliferation".Social stability depends on the safety and stability of the community.In public health emergencies,only by giving full play to the basic role of the community,can we cut off the virus transmission route and block the transmission path.By analyzing three kinds of public health emergency prevention and control modes,this paper further explores the problems and causes in the prevention and control of public health emergency in urban communities,and makes suggestions for the construction of a complete grid prevention and control system of public health emergency in urban communities.Firstly,through the elaboration of the research background and significance,this paper analyzes the necessity of building a grid prevention and control system in urban communities under public health emergencies,and then puts forward a grid prevention and control system with clear main and auxiliary.Secondly,taking the theories of grid management and resilient governance as the research basis: multi-agent collaborative governance model,digital government enterprise mutual assistance model and the "forward" model of prevention and control front.For example,the main role of community prevention and control is not clear,the construction of community prevention and control team is unreasonable,there are loopholes in big data epidemic prevention and the lack of prevention awareness of community residents.Based on this,a new implementation path for the prevention and control of public health emergencies in urban communities is proposed,that is,on the basis of grid management in communities,Build a grid prevention and control system for urban communities under public health emergencies,which pays attention to the coordination,cooperation and mutual cooperation among various prevention and control subjects.At the same time,we should ensure the normal operation of the prevention and control system from many aspects.For example,on the one hand,laws and policies should be strengthened to ensure that there are laws to follow in the process of community grid prevention and control;On the other hand,while improving residents’ awareness of prevention and control and cultivating the construction of community high-quality prevention and control team,relying on Internet technology,we should give full play to the application of big data and Internet in the prevention and control of public health emergencies,so as to realize the real-time sharing of data and information.Provide policy,capital,personnel and technical support for the community to deal with public health emergencies,so as to improve its prevention and control ability.By constructing the grid prevention and control system of public health emergencies in urban communities,based on the implementation of grid management in urban communities in China,China’s grass-roots political advantages will be transformed into the advantages of epidemic prevention and control,so as to provide an empirical basis for the future normalization of epidemic prevention and control and the fight against public health emergencies in the future.
