A Case Study On Epidemic Emergency Disposal Of Imported Cold Chain In Nanchong

Since December 2019,COVID-19 suddenly swept the world,while the pandemic had spread to more than 210 countries and regions in three months,nearly 7 billion people were affected.Under the unremitting efforts of our Chinese government,we achieved the goal of blocking the spread of the virus effectively,and gradually entering the phase of pandemic prevention and control.In contrast,the number of daily infections hit new highs due to the rapid spread of the pandemic in other countries.From June 2020,COVID-19 has been detected numerous times in the outer packaging of frozen food in China.While people thought the worst was over,this news came as a warning to remind people to stay vigilant and not the right time to be complacent.In October 2020,the Chinese Center for Disease Control and Prevention（CDC）confirmed for the first time that exposure to the Coronavirus contaminated outer packaging may cause human infection of COVID-19.Meanwhile,the prevention and control of the cold-chain imported food began to draw heaps of attention from the society.In December 2020,Nanchong initiated the emergency response and process the related emergency response works after spot checking the imported cold-chain goods which was contaminated by COVID-19.This study focuses on the development of an emergency disposal process for the COVID-19 prevention and control of cold-chain imported food.Firstly,I summarized and analyzed a large number of emergency disposal cases from public health emergencies and imported cold-chain logistics pandemic using,collaborative linkage,digital governance,which helped me to determine the research content and theoretical basis of this thesis.Secondly,I analyzed the successful emergency disposals from the control of the pandemic of imported cold chain logistics in Nanchong city.I used the emergency disposal process as the main line of the study,meanwhile,I also used the collaborative governance theory and digital governance theory as the core analysis framework.The research methods such as,case study method and data combination of emergency disposal cases were also applied in the study.The information reporting and control stage,tracing stage,situation analysis and decision-making stage and command and disposal stage were analyzed respectively.All the above reasons lead to my inspiration to work on this research topic.This study shows: During the information report and control stage,an effective notification process can ensure that the report is timely and effective,so that the relevant territory can respond quickly and organize various departments to attend to the scene to coordinate the synchronous control of multiple risks.In the stage of tracing,in order to realize the rapid and efficient tracing investigation of goods,it is necessary to highlight the importance of the use of information technology,and integrate the information of all links in the whole chain of imported cold chain logistics into a public platform for unified management.This will assist in achieving the goal of effective communication and sharing of data.At the same time,through the implementation of the enterprise responsibility,this can ensure the authenticity and reliability of information to accurately identify the risk;In the stage of situation study and decisionmaking,advanced compilation of information and on-site information collection become the basis of situation study and judgment.Furthermore,the participation of experts can better assist the situation study and judgment.Situation analysis is the basis of decision-making,and the scientific decision-making directly affects the quality of deployment work.the coordination between vertical hierarchies,benefits the overall guidance and coordination of resources;In the stage of commanding and disposal,the integration of disposal forces can be realized through horizontal coordination.When risks involve multiple regions,the notification process is the key to achieve efficient risk response.The synergistic cooperation between government and enterprise can better realize complementary advantages.Through examination of all the case studies,the good practices and experiences were implemented in the emergency disposal treatment of imported cold-chain logistics during the pandemic,while these also contributed to the proven successful theories mentioned in this thesis.Combining the theory of collaborative governance with the theory of digital governance,this thesis provides enlightenment for the four stages of the emergency disposal process of imported cold chain logistics,and it also enriches the theoretical research on the pandemic concerns of imported cold chain logistics in China.This study can also be treated as a beneficial reference for any similar emergency disposal work scenarios in other parts of the country.
