Study On Joint Prevention Mechanism Of Sudden Environmental Events In Yellow River Basin

The emergency handling of trans-regional environmental emergencies is an issue that has attracted persistent attention.It refers to how to create a unified emergency operation procedure and emergency organization system for coping with environmental emergencies by means of organizational integration,resource integration,action integration and information integration when trans-regional environmental emergencies occur.However,scholars have been focusing on the study of emergency management of environmental emergencies and cross-domain collaborative governance of environmental pollution.The study of emergency joint prevention of environmental emergencies in river basins is only involved in the study of regional collaborative governance of environmental emergencies,and there are few literatures focusing on emergency joint prevention of environmental emergencies.Due to the lack of in-depth understanding of the emergency joint prevention of environmental emergencies,the improvement of the emergency joint prevention mechanism of environmental emergencies in the Yellow River Basin is restricted.The research on the emergency joint prevention mechanism of sudden environmental events in the Yellow River Basin is mainly based on the systematic analysis of sudden environmental events in the Yellow River Basin,and combined with the historical development factors and industrial structure characteristics of the Yellow River Basin,using methods that can meet the requirements of this study to effectively explore.Based on empirical analysis,this paper summarizes the occurrence rules of sudden environmental events in the Yellow River Basin and the whole country,and draws the conclusion that the task of joint prevention of sudden environmental events in the Yellow River Basin is still difficult compared with the whole country.Based on the comparative analysis method,this paper makes an in-depth study on the practice mode of emergency joint prevention of environmental emergencies in the Mississippi River Basin and the Thames River Basin,analyzes the beneficial experience of foreign countries in emergency joint prevention of environmental emergencies,and explains the causes of deficiencies in the practice of emergency joint prevention mechanism of environmental emergencies in the Yellow River Basin.Through the study of this paper,we have a new understanding of the emergency management of environmental emergencies in the Yellow River Basin,and help to correct the inefficient way of decentralized response to environmental emergencies in the basin in the past.The outstanding effect of environmental pollution collaborative control in coping with trans-regional environmental emergencies was clarified,in order to provide a scientific and effective research path for the emergency joint prevention mechanism of environmental emergencies in the Yellow River Basin.
