In recent years,a series of environmental problems caused by global warming have become more and more serious,and the related environmental protection topic has gradually come into people’s vision.After China put forward the dual-carbon goal in September 2020,the CPC Central Committee,The State Council and various ministries and commissions issued as many as 54 policy documents on green low-carbon and other topics,which shows the importance attached by the central government to implementing the concept of green sustainable development.In order to better realize the dual carbon goal,it is urgent to actively practice our green sustainable development road,improve the green innovation ability,improve our green innovation efficiency.The National Development and Reform Commission and other departments have issued policy documents on regulating and guiding fund investment fields,including ecological environment and other green industries.Since 2013,the investment focus of government guiding funds has gradually shifted to green industries such as clean and environmental protection,and the overall proportion of investment in this field has shown an increasing trend year by year.Thus,under the prevailing trend of "green",the government guide fund is gradually improving its "guide" effect in the process of development.Based on the above background,this paper first defines the relevant concepts of government guide fund investment and green innovation efficiency,collects and summarizes the literature related to government guide fund and green innovation efficiency.Based on the theory of signal transmission and virtuous cycle,the theory of regional sustainable development and the theory of externality,the research hypothesis of this paper is put forward.Then,the superefficiency SBM-DEA model was used to estimate the green innovation efficiency of 30 provinces and autonomous regions in China.Through analysis,it was found that although the green innovation efficiency value was low on the whole,it still showed a slow growth trend.The results show that the efficiency of green innovation in different regions is decreasing from east to west.On this basis,through the analysis of the relaxation variables obtained by combining the model,it is concluded that the reasons for the low green innovation efficiency in our country lie in the redundancy of labor input and capital input,the insufficiency of scientific research output and excessive of pollution output.On the basis of obtaining the green innovation efficiency,this paper uses the Tobit regression model and the spatial Dubin model respectively to explore the influence of government guide fund investment on the green innovation efficiency,determines the relationship between the two,and draws the corresponding conclusion that government guide fund investment has a significant positive promoting effect on the green innovation efficiency.Moreover,it has different influence on the promotion degree of green innovation efficiency in different regions.Through further analysis,it is found that government guide fund investment has spatial spillover effect on green innovation efficiency.Finally,based on the conclusions obtained from theoretical and empirical analysis,this paper provides targeted policy suggestions for enterprises and the government with a problem-oriented approach.
