| In recent years,global public health emergencies have become more and more increasingly frequent and the situation is grim.The coronavirus pneumonia epidemic is an unprecedented serious public health emergency since the founding of the People’s Republic of China in terms of infection range,transmission speed and control difficulty,which has greatly tested the capability of social governance and emergency management in China.Urban community is social cells and the cornerstone of national governance.General Secretary Xi stressed that the focus of social governance must be implemented in urban and rural communities.As the first line of defense for epidemic prevention and control,urban communities play an important role,but it also exposed that urban communities still have many problems and shortcomings in responding to public health emergencies,which are mainly reflected in the fragile governance system and insufficient emergency response capability.Therefore,strengthening the construction of emergency capability and comprehensively improving the level of emergency management in urban communities are major issues and urgent tasks to be solved.Emergency capability evaluation is the premise of emergency capability-building.In view of this,aiming at the problems exposed in the current urban community epidemic response,this thesis combines the resilience theory with the emergency management theory,constructs the evaluation index system and evaluation model of emergency capability of public health emergencies in urban communities from the perspective of resilience.Firstly,using the research methods of literature retrieval,semi-structured interview and grounded theory,this thesis extracts the concept and encodes the influencing factors of urban community emergency capability from the perspective of resilience,and extracts the indicators from the whole process of emergency management from bottom to top.The evaluation index system of "four processes and five dimensions"(Four stages of emergency management: prevention and preparation,monitoring and early warning,disposal and rescue,recovery and reconstruction;five dimensions of resilience capability-building:infrastructure dimension,economic dimension,social dimension,environmental dimension and institutional dimension)has been formed.Then,considering the fuzziness of qualitative indicators,this thesis uses the subjective and objective nonlinear G1 standard deviation correction method to weight the indicators,and a quantitative model for evaluating the emergency capability of urban community public health emergencies is established based on the cloud model evaluation method.Finally,a typical urban community in Shijiazhuang is selected for case evaluation and model verification.According to the evaluation results of community emergency capability,the measures and suggestions to enhance the emergency capability of urban community public health emergencies are put forward from the five dimensions of resilience.The index system and evaluation model constructed in this thesis not only reflect the five dimensions of resilience capability-building,but also cover the whole process of emergency management.The index system is comprehensive and systematic,the model has clear ideas and strong operability,which has important reference value for the evaluation of the emergency capability of public health emergencies in urban communities,provides a new perspective for urban community governance,and enriches the theoretical system of urban community emergency management. |
