Research On Emergency Management Of Public Health Emergencies In Public Hospitals

The report of the 20 th National Congress of the Communist Party of China pointed out that it is necessary to promote the construction of a healthy China,put the protection of people’s health in a strategic position of priority development,improve the public health system,improve the ability to detect major epidemics,strengthen the prevention and control and treatment system of major epidemics and emergency response capacity,and effectively curb the spread of major infectious diseases.This paper focuses on the problems existing in the emergency management of public health emergencies in public hospitals,taking into account the common problems of public hospitals in responding to public health emergencies,and focusing on the particularity of public hospitals in the major epidemic prevention and control system and emergency response capacity.Through questionnaire surveys and in-depth interviews,this paper finds that public health emergencies in public hospitals have the following problems:Lack of a sound public health emergency management mechanism,including insufficient preparation of emergency plans,insufficient attention to early warning mechanisms,and lack of multi-department emergency coordination mechanisms;The Emergency support for public health emergencies is not perfect,such as the shortage of emergency material support,insufficient construction of professional emergency response teams and a mere form of emergency drill.The development of public health emergencies in one hospital and two districts is not synchronized.For example,the construction of fever cli nics is not synchronized,medical treatment is unbalanced,and professional teams are not evenly equipped.The care and guarantee mechanism for medical personnel is not perfect,such as imperfect logistical support,insufficient protection of medical staff’s rest and neglect of psychological crisis intervention.Based on the above problems,this paper puts forward countermeasures and suggestions to improve the emergency management of public health emergencies in public hospitals,mainly including: Improving the emergency management mechanism of hospitals,including building an efficient crisis management system and emergency management organizational structure,optimizing multi-department coordination and cooperation of hospitals and formulating scientific & joint emergency plans.Improving the emergency support system of hospitals,including the construction and implementation of emergency material support,the training of high-quality emergency response teams and the establishment of a modern information prevention and control system.Improving homogeneous management of one hospital and multiple districts,including the integration of emergency management in one hospital and multiple districts,the homogeneity of medical quality in multiple districts of one hospital,and the establishment of an efficient collaborative network in multiple districts of one hospital.Attaching importance to the care and guarantee mechanism of medical personnel,including providing material protection for medical personnel and establishing a psychological crisis intervention mechanism for medical personnel.
