| Since the introduction of GIS into Shanghai in 1980's, a passel of geographical information systems have been founded during these years. These systems play unique role in government decision-making management, corporation Business Administration and social work for the public. Between the current situation of GIS in Shanghai and the international advanced level, there is a large gap which can be represented as follows: geographical data industry has come into being; mechanism of data share has not established; popularization of GIS application is low; there are many imperative problems in geographical information standard, mechanism and technology. Meanwhile, with the construction of "digital Shanghai" spatial information platform and the penetration of GIS into every walk of life, the integration and utilization of information resources have become an important portion of the construction and development of geographic information systems in Shanghai. From the investigation and study, a conclusion is drawn. The conclusion is that the level of the comprehensive application of GIS in Shanghai is in the interim of the development from local area network to Internet and in the progress from government- and corporation-oriented application to citizens' requirement-oriented application.Part 2: According to the current level of the integrative application of GIS in Shanghai, the general frame and the support system for the application are brought forward. The general frame includes "Three Layers" and "One Guarantee", while the support system is consists of the standard, mechanism and the technology.Part 3: The construction of the standard of the geographical information is the basic and premise of the software development of GIS, construction of the platformand the data share. Having, studied the standard framework of the application, the basic problems, namely the classification, grade and delaminating of geographic data, existing during the comprehensive application of GIS in Shanghai are worked over, according to the traits of geographical information itself and the object-oriented characteristics of management and application of geographical information.
