With international trade and international tourism, the problem caused by invasive pest is threatened human life and sustainable social development. Now we are admitted to become a memeber of the WorldTrade Organization (WTO) , so a new challenge faced to us is how to deal with this problem.With whte developing of information technology, especially Internet, GIS and database technology, the Web GIS has been the key technology to informationize invasive pest management. Invasive Pest Risk Assessment (IPRA) WebGIS aims to meet the need of strategy formulating for managing inavasive pest, which is based on GIS and integrates and manages regional multidimensional, multiscale information from economics data, resource data, statistics and so on. IPRAWS is used to support provide serveive for managing invasive pest based on the special query and analysis.As referred above, the subjet was put forward. To build distributed invasive pest risk assessment Web GIS, the key technologys were dicussed in this paper, including the system model, database developing, information issuing case design, system framework design, system implementing, system security and system disposing and using.1. Based on the summarized works, theory and methods researched by expert, we discussed the invasive pest risk assessment, from the point of surstainable circumstance development and sustainable pest control. The risk of the invasive pest was quantified by ecological similitude, combining the environmental and biological data. So the invasive pest risk was quantified and orientated through this system, it can provide the reasonable result for disighing strategy of invasive pest management.2. The Web GIS of invasive pest risk assessment was developed integrated GIS and mathematical model. Introducing designing and developing pattern of spatial decision-making system, firstly, the goal of the system was confirmed according to user's requirement analysises; then, the system structure and system fuctions were designed; Finally, the system was built on the Mapxtreme3.0 platform based on the system analysis. The functions were implemented, including the data management, risk quantifing, space orientating, graph exporting, and so on. Tested and applied results show can be an usful tool to provided support to the invasive pest manager, with friendly man-machine interfaces, convenient assesses, hign reliability, convenient using, complete graphical fuctions and intellectural property.
