Research On The Comprehensive Appraisement Index System About Sustainable Development Of The Linkou Forestry Bereau

This dissertation discussed systematicly the connotation and definition of sustainable development, differentiated the concept of forestry sustainable development, sustainable forestry and sustainable forest management and its relation, and summarized the present research situation of domestic and international appraisement index system,criteria and indicator of sustainable forest management and appraisement index system on regional forestry.The state-owned forestry bureau on timber industry formed on the plan economy have fallen into "the two danger" since historical reason , this paper select the Linkou Forest Bureau that entered the enterprise ranks of "litter , old , poor" comparatively earlier as typical representative of state-owned forestry bureau, comprehensive appraisement research has gone on in Linkou Forestry Bureau in order to guide similar enterprise to get rid of "the two danger " as soon as possible and go to the road of sustainable development in well cycle.On selecting the appropriate index, the author absorbs the fine index in forefathers research accomplishment on the one hand, at the same time, after having understood sufficiently the connotation of sustainable development, sustainable forestry, sustainable forest management and regional sustainable development, having known thoroughly the historical and present situation of Linkou Forestry Bureau, and having analysed the leading factor that restricted its development, the indexes was set that reflect the essential intension of its sustainable development in order to appraise scientifically and fairly.From the view of systematic theory, a set of comprehensive appraisement index system on sustainable development was designed. The index system divided into 4 levels containning the overall layer( 1 index), systematic layer( 3 index), variable layer( 13 index) and essential layer( 52 index).According to the appraisement index system established , synthetic appraisement research on sustainable development of Linkou Forestry Bureau have gone on. The key of comprehensive appraisement research is to select the right reference number of appraisement index . The key and goal of this dissertation is to set the ideal goal to lead the Linkou Forestry Bureau on the road of sustainable development. After having fully known the study object' s history and present situation, determingreferenc number follows following principle: resource index determined according mainly to basic requirement of sustainable forest management and combining forest resource present situation. Environmental index took national standard as reference number. Social and economy index was refer mainly to the basic requirement of the overall society of comfortable standard of living after combining specific condition to revise. The method of making the suitable proportion scientif icly is also important, the paper adopt the stratification analyzing(AHP) method and specialist' evaluation results. In order to improve the scientificness and representative, the quantity of sample is as big as possible, the author has invited above 40 specialist to give the mark and integrated these mark to construct the judges matrix and determine relatively importance weight of each layer of index.Taking 2002' s data as example , the paper syntheticly value the development state of Linkou Forestry Bureau. Appraisement result is as follows: comprehensive development index number is 0.631 (>1 is sustainable). In systematic layer, economy index number is minimum (it is 0.539 only), resource and environment index number is secondly lower, (it is 0.643), society index number is relatively higher (it is 0.762). These results show that the key factor that prevent the Linkou Forestry Bureau from developing continuously is the lower economic level. Secondly ,the forest resource is not in sustainable management. And society is relatively less important though it is not sustainable too.In the subsystem of economy .economic amount index number is minimum(0.314), economic benefits index number is second (0.46...
