Study On Mechanism And Regulation Of The Sustainable Development System Of ChangChun City

A city has been an important place of human activities since it came into being. By accumulating matter, funds, and technologies of one region, it gradually evolves into a political, economic and cultural center of a nation or a region. Therefore, in order to achieve sustainable development in a country or a region the sustainable development of a city has always been a key link. However the sustainable development of cities is a system engineering which requires using systematical methods to study and can demonstrate sustainable development of cities with systematic attributes in essence and requirements as a complex system, thus the function mechanism and the movement rule within the sustainable urban development system will be discovered. Considering the research on urban sustainable development system is still in an initial stage, the sustainable urban development system needs exploring further such as the concept of sustainable urban development system, theoretical framework, structure functions, interaction mechanisms and system control etc.Therefore, based on the study on domestic and foreign sustainable development theories of and the system theory, adopting a method combining theoretical research and empirical research, dynamic process research and static comparative study, measurement research and qualitative investigation,comparative study and synthesized integration, the paper has summarized the sustainable development theories thoroughly and put forward the theoretical framework, the integrant factors and the structure functions of the sustainable urban development system. On the basis of theoretical study, it carried on the process analysis and the process coupling analysis to Changchun sustainable development system, using the modern measurement methods to carry on the quantitative analysis and the qualitative investigation to the system mechanism, establishing the model of the Changchun sustainable development system, putting forward Changchun sustainable development system regulation targets and emphases. In this paper, the following two aspects will be emphasised.Firstly, the theoretical research was emphasized, establishing the theoretical framework of the sustainable urban development system. First of all the author thinks the research on the sustainable urban development system should start with its concept connotation and study its integrant elements and the structure functions.
