The Water Pollution And Environmental Strategy From Textile Industry In China Faced In 21～(st) Century

The water pollution is the biggest challenge of environmental protection in textile industry in China. In order to research the key points and the developing tendency of the water environmental protection regarding the textile industry in China, prevent effectively the deterioration of the ecological environment related to textile industrial waste water (as a result of the boom of textile economy since China has been a member of WTO), and guarantee continuous development of the textile industry;Meanwhile , for the sake of offering reference to formulate "the 11^th Five-Year development Plan of environmental protection in China" and "the 11^th Five-Year development Plan of Textile industry in China", the research subject called" The water pollution and environmental strategy from textile industry in China faced in 21^st century" has been established in Aug. 2003, Which sponsored by China Textile Industry Association and the Central Bureau of State Environmental Protection Administration jointly. (Which listed in the plan of the special scientific research projects of the Central Bureau of State Environmental Protection Administration in 2003. The project serial number is 0300407001). This dissertation determined the direction and key fields of the research according to the demands of the research subject.This research item studied the development of textile technology & economy, and approached related Strategies of the comprehensive prevention of textile environment in a multi-disciplined way which related to textile science, modern economy, modern environmental science, modern science of law and statistics. In 2 years, documents and materials had been collected extensively, information was gathered from different ways of inquires such as questionnaire, colloquia, interview etc. The basic opinions had been collected widely from expert scholars, government officials and entrepreneurs we have completed 12 research reports now, such as "The water pollution from textile industry in China is faced with stern situation ", "The present situation and the existent problem of tackling the contaminated water resulting from textile industry of China". "The environmental strategy on the development and improvement of tackling the contaminated water resulting from textile industry in China", and "The conclusions and suggestions "etc.China is a country with medium water shortage, the problem of water resource was serious day by day. Textile industry in china has developed rapidly, we have witnessed a notable growth in economy since China's entry into the WTO. At the same time it also brings about critical pollution of water. It will greatly impede the economic development of Chinese textile industry as the present situation of excessive consumption of the resource, serious pollution of environment, and the outspread of economy by a low level. Resources and environment will among the most vital factors which restrict the rapid, sound and continued development of Chinese textile economy. The paper has fully studied the Chinese textile industrial structure and product structure theoretically, the administrative technology and developing situation of textile water, environmental management and environmental legislation, as well as carry clean production forward, develop textile circulatingeconomy. It puts forward innovatively a series of suggestions and proposals with regard to textile water environment and textile industrial policy, and it has made great efforts to probe into a new pattern of Chinese textile industrialization, as well as the rapid, sound and continued development of Chinese textile economyThe paper has studied, compared, analyzed and concluded the basic experience of the environmental protection in the developed countries, which could be summed up as "preciseness legislation, strict law. a self-contained environmental system, the coordinative and concerted policy between the environmental protection and economy development ". It points out that to establish a long term efficiency mechanism of environmental protection characterized by the Chinese style should be the priority. And to strengthen Chinese environmental legal system should be the basis of this long term efficiency mechanism, to perfect the environmental supervision system should be the important guarantee to put forward the above mechanism.According to the related theory and through the establishment of the model of maths, the paper foresees theoretically the development situation of the water pollution regarding our textile industry in the coming 5 years. The result shows that if we want to accomplish increase production without increasing pollution in 2010. it is necessary to double the ability to treat the polluted water treatment in our textile industry. The qualified emission proportion and CODcr emission proportion of textile industrial effluent will be raised over 95.6% and 83.4% respectively. To enhance the textile printing and dyeing water protection is still a critical task in the future. There is a great potential for the improvement of techniques and technology in textile printing and dyeing. By accelerating the technical advance and carrying out circulating economy and cleaning production, we can offset the negative influence partially in terms of environment and resource, while it will also play a positive role during the duration of promoting textile industry and protecting environment.The paper has analyzed the characteristic of Chinese textile industrial structure, studied the present stage and developmental tendency of product composition. It demonstrates, in point of textile industry development as a whole, that resource and ecological environment should be shifted into a new approach of the "production", so as we could acquire a new production factor in great shortage. As far as the research result is concerned, therefore, the establishment of the modern textile industrial structure and the research of modern textile economic development should not be tied to the traditional level of industrial structure and product structure The paper has initially proposed the view that the current high speed growth of the economy which comes from the excessive consumption of the resource, serious pollution of the environment will result into "a new textile structureness crisis" and " the economic foam of the ecological environment' in future. In a long-term, it will be inevitable to cause the pause of textile economic increasing which brings about the deterioration of the natural resource and the ecological environment.
