Research On The Ecological Emigration Of Qingshuihe In The Perspective Of Sustainable Development

Qingshuihe County of Inner Mongolia is located in the Loess Plateau hillyarea, which belongs to the typical “old, small, frontier, and poor areas. It’s socialand economic development depends on traditional agricultural production,highly relying on the ecological environment. In recent years, the ecologicalenvironment in Qingshuihe County is deteriorating because of the naturalclimatic and geographic changes and over-exploitation of natural resources bypeople’s traditional agricultural production methods. This causes a seriousimpediment to its economic and social development.From1980s, Qingshuihe County organized ecological migration in order tosolve these problems. As an important measure to solve ecological and povertyin Qingshuihe County, the ecological migration is highly concerned about by thegovernment and has achieved remarkable success. Qingshuihe County wasappraised as the "National Model Green County”by the National GreeningCommittee in March2006. In2011it was included in the demonstrationcounties of the first national comprehensive management in the Loess Plateau.In March2012, the State Council transferred out of the state’s key povertyalleviation and development counties. However, the task of ecological migrationis a long way to go. This article here is to explore the ecological immigrationidea under the sustainable development conceptThe first part of the Introduction discusses the background and significanceof the thesis, the current ecological situation for immigrants of the academia,ecological migration and sustainable development and thesis ideas, content andmethods. The second part of the analysis will point out the seriousenvironmental problems and the necessity and feasibility of ecological migrationin Qingshuihe County.On the basis of achievement made in Qingshuihe County in recent years,the third part will talk about and analyze the non-ignorable problems such asfinancial shortage. In Part IV we first proposed to create a new system of ecological migrationon the basis of analysis of the Qingshuihe ecological immigration, followed bythe ecological migrants and urban construction, the combination of industrialrestructuring, to give full play to the role of education. Thirdly, we mustestablish reasonable compensation mechanism of ecological migration.
