Study On Theory And Application Of Inter-City Rail Network Planning

Inter-city rail plan is a comprehensive plan for the construction of inter city rail network in cities group area, its structure and implementation will have great influence on the development of cities groups. In China, it is in the starting stage and there are no forthcoming theory system in foreign countries now, hence theories and methods of highway planning or urban rail planning are adopted for inter city rail planning in cities groups, which is not well fit to the characteristics of traffic flow in cities groups area. This paper is starting with the process of urbanization in China and function definition of inter city rail system, deeply described the necessity of development of inter city rails in cities groups area of China, the inter city planning theories and methods are studied from the view points of inter city ridership forecast, network scenario structuring, comprehensive evaluation for planning scenarios and implementation by phases, etc. Suggestions on considerations, methods and models, such as carrying out rideship forecast by 4 steps method of MD models, structuring network scenario by comprehensive planning method, adopting AHP method for evaluation of planning scenarios, conducting planning of implementation by phases by capability adaptability analysis, etc. are forwarded, accompanied by a case study of inter city rail planning in middle and south cities group of Liaoning province, in accordance with the theories and models, and the access standard and target speed of inter city rail in cities groups are preliminarily studied in this paper.
