The Methods Of Survey And Statistics Of County Highway Transportation Volume

This paper is supported by the Project of Western China Communications construction and Technology, which name is "the key technologies research and application demonstration on western China highway transportation volume statistics".Nowadays, County economy is the most fundamental economic unit in current China, while highway transportation volume is one of the most basic indexes which can reflects the county's economic development degree. Facing new situation of the rapid development of county economy and rural highway, the government departments need more accurate results of the county (city) about the basic situation of highway transportation, in order to make an objective assessment and scientific planning. But according to the current survey and statistics system, it is unable to obtain the highway transportation volume in one county. Therefore, combining with the demand of different levels, this paper study the scientific and practical statistics index system, survey methods and techniques relying on the situations of highway passenger and freight transportation of some cunties in Heilongjiang province.First, this paper analysis the survey and statistics method and applycation of highway transportation volume in home and abroad, and on this basis analyzing detailedly the needs of survey and statistics of highway transportation volume in the scope of one county. The corresponding index system was established, the information collection method was proposed by combining the feature of highway OD survey, traffic survey, and village indoor visiting survey while the survey technical scheme was given, and the related indexes were statisticsed and analyzed according to the mass of transportation data investigated and collected.Second, based on the close relationship between traffic and transportaion volume, this paper has proposed the statistical model and method which reckoning highway freight transportation volume according to the highway section traffic volume. From the view of the transportation characters and the conditions of economy and technology of county, according to the characters of transportation and management of commercial vehicles in county, the commercial vehicles were divided into three classes, which are the cars which take operation in passenger terminal, the cars which do not take operation in passenger terminal but with fixed-lines and the cars which are rental operation. The simplified, easy-to-used statistical model was proposed. It is so called two-stage calculating model, which combines multi-class traffic projections and highway network transport volume (fluctuations) projections.At last, in order to enhance the practicality of survey and statistic method was studied in this paper, the survey and statistic software platform has been analyzed and designed while the supporting conditions has been proposedThe main studies and the results in this paper can meet the needs of management department of transportation industry in one county or city, whom can conduct the survey and statistics of highway transportation volume with relative lower costs in popedom. It is also a useful supplement to survey and statistics system of highway transportation volume in China.
