In recent years, the highway mileage is rapidly growing in our country, the arrival and patency depth is constantly improved, the application of new material and new technical are taken more attention to, the standard of traffic security, aesthetics and environmental protection are increasingly improved, the construction of rural road is increased.The existing road evaluation system and method can not satisfy the present needs, particularly the road pavement structure and construction cost appraisal, highway construction project process appraisal, comprehensive appraisal of land-utilizing, landscape appraisal and countryside highway construction project appraisal system and method are not deep and systemic enough, so it is necessary to study the post-evaluation expansion of our country road. On the basis of widely collection and analysis of domestic and foreign post-evaluation data, combined with highway construction present situation in our country, the post-evaluation expansion is further studied in this paper, devoting to solve the existing questions in post-evaluation, remedy defects, fill the gaps, make every effort to make our country's road post-evaluation more scientific and perfect.In this paper, the following aspects are mainly studied:(1) The application of highway pavement structure is systematically analyzed at home and abroad, the highway pavement structure evaluation based on natural divisions is firstly evaluated; the pavement thickness and the three parts of highway engineering costs, pavement cost and subgrade cost is systematically analyzed by the use of t distribution theory, and then the reasonable scope of pavement thickness and the different layer of natural divisions is determined.Typical highway engineering costs are evaluated, excess-budget cost composing conditions are researched, and some reasonable suggestions are proposed.(2) Aiming at the implementation effect and safety evaluation of three phases in highway construction project, such as preparatory work, project implementation, and operation management, the corresponding evaluation index system is systematically proposed; the contects of concept innovation, technological innovation and management innovation of highway construction project is analyzed, the management innovation based on stakeholder theory is firstly applicated, and then the evaluation index system is determined, meanwhile, the evaluation model of stakeholder theory management model on the base of hierarchical fuzzy method is establised. (3) Aiming at the deficiency of present use land index, the use land index of subgrade engineering, crossing engineering, and road facilities is deeply studied, and then the corresponding land index value is proposed, the reasonableness of land is assessed from the macro and micro level. (4) The structure and elements of highway landscape system is deeply analyzed, by the use of new highway design concept as the guiding ideology, the evaluation system of landscape harmoniousness about the basic evaluation index, such as the road function (internal coordination), environmental effect (external coordination),and aesthetic value (perception coordination), highway landscape harmoniousness evaluation system based on the index of road area harmoniousness, people-road harmoniousness and external environment harmoniousness is established; considering the objective and reliability of evaluation index value, the different levels of evaluation index are defined as s,the whole approximation thought is used, and also the evaluation model of highway landscape and harmoniousness based on interval number and multi-attribute decision-making, and then a road highway landscape is evaluated, therefore, the accuracy and reasonable of this method is verified. (5) In the study of rural road post-evaluation, through the comparative analysis of similarities and differences between rural road and expressway evaluation system, and then the rural road post-evaluation system is firstly establised in our country, the post-evaluation model is proposed based on the DEA model, taking the example of the density of rural road and access status of administrative villages in the 31 provinces(municipalities), therefore, the present situation of rural road is quantitatively evaluated.
