As the old saying goes: "stones from other hills may serve to polish jade", the development of Chinese urban planning system is the one that constantly refers to foreign advanced planning theories and management experience. Nowadays, in China, available construction sites reduce rapidly, the urban construction is on the transforming way from Incremental Development to Capability Development. In such a critical period, in order to improve Chinese planning implementation and management system, to study the foreign advanced experience is necessary. As the turning point of American cities history, 1950's urban renewal movement impelled many revolutions of planning implementation and management system, hereinto the most epochal ones are FAR index and FAR management system, which has been a comprehensive regime. In comparison, the introduction and application of FAR in Chinese urban planning system is much later, related theory and practice are fragmental yet. This paper focus on the regulation technique in American FAR management. By the way of combing the history and characteristics of FAR regulation technique, the study summarized its systematic trend, construct technique framework, and abstract propagable developing conditions, to provide useful reference for revolution of Chinese FAR management system.The paper focuses on the development and evolution of American FAR regulation technique, following the framework of"Definition- Analysis- Summary- Application". First of all, the study starts from the conception and history of American FAR regulation. American FAR regulation is a FAR adjustment method based on Zoning, which is operated through market circulation of FAR, to achieve space optimization of Capability developing area, including four methods: FAR Bonus, FAR Flow, FAR Transfer and FAR Reserve. In chronological order, the history of American FAR regulation can be divided into 3 periods: technique exploring period in the condition of high dense construction from 1960 to 1970, technique integrating period in the condition of Renaissance from 1970 to 1980, technique maturity period following the concept of sustainable development after 1980. Secondly, based on the conception, American FAR regulation is comprehensively analyzed in 4 aspects: spatial scope, technique, control framework and management framework, in which the trends of stratification, complication, individualization and integration are discovered, coordinating the basic characteristics of a complete system. Then the paper draws the first conclusion that the development of American FAR regulation is a process from fragment to system. Thirdly, the paper constructs the systematic framework of FAR regulation which consists of technique elements and orders among them. Based on the comprehensive evaluation of American FAR regulation technique system from positive and negative aspects, propagable developing conditions are inducted—only if free market, public-private cooperation and negotiable FAR are required, can FAR regulation technique system be built up, and only if continuous market needs, adaptive regulation plan and broad social support are required, can technique system be operated well—as the second conclusion. At last, after the comparison between Chinese developing conditions and propagable ones above, the paper draws the third conclusion that FAR regulation technique can be applied in Chinese capability development area which needs to be renewed in recent period. The paper then take city village in Shenzhen for example, after analyzing reform problems, the paper addresses short-term and long-term application of FAR regulation technique system in city village reform practices.
